Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Definition: The schizophrenic disorders are characterized in general by fundamental and characteristic distortions of thinking and perception, and affects that are inappropriate or blunted. Clear consciousness and intellectual capacity are usually maintained although certain cognitive deficits may evolve in the course of time. The most important psychopathological phenomena include thought echo; thought insertion or withdrawal; thought broadcasting; delusional perception and delusions of control; influence or passivity; hallucinatory voices commenting or discussing the patient in the third person; thought disorders and negative symptoms. The course of schizophrenic disorders can be either continuous, or episodic with progressive or stable deficit, or there can be one or more episodes with complete or incomplete remission. The diagnosis of schizophrenia should not be made in the presence of extensive depressive or manic symptoms unless it is clear that schizophrenic symptoms antedate the affective disturbance. Nor should schizophrenia be diagnosed in the presence of overt brain disease or during states of drug intoxication or withdrawal. Similar disorders developing in the presence of epilepsy or other brain disease should be classified under F06.2, and those induced by psychoactive substances under F10-F19 with common fourth character .5.

Definition: A disorder in which the child, having previously made normal progress in language development, loses both receptive and expressive language skills but retains general intelligence; the onset of the disorder is accompanied by paroxysmal abnormalities on the EEG, and in the majority of cases also by epileptic seizures. Usually the onset is between the ages of three and seven years, with skills being lost over days or weeks. The temporal association between the onset of seizures and loss of language is variable, with one preceding the other (either way round) by a few months to two years. An inflammatory encephalitic process has been suggested as a possible cause of this disorder. About two-thirds of patients are left with a more or less severe receptive language deficit.

If it is concluded, on the basis of a risk assessment, that the plant, plant product or other object originating in the third country, group of third countries or specific area of the third country concerned referred to in paragraph 2 poses an unacceptable risk, but that that risk can be reduced to an acceptable level by applying one or more of the measures set out in points 2 and 3 of Section 1 of Annex II, the Commission shall adopt an implementing act removing that plant, plant product or other object and the third country, group of third countries or specific area of the third country concerned from the list referred to in paragraph 2 and add it to the list referred to in Article 41.

Je propose: Que, nonobstant tout article du Règlement ou usage habituel de la Chambre, il soit disposé de la manière suivante du projet de loi S-5, Loi modifiant la législation régissant les institutions financières et comportant des mesures connexes et corrélatives: le projet de loi est réputé avoir été lu pour la deuxième fois et renvoyé au Comité permanent des finances; s'il n'a pas été fait rapport du projet de loi à la Chambre d'ici le mercredi 28 mars 2012, il sera réputé avoir fait l'objet d'un rapport sans proposition d'amendement et, durant les affaires courantes, lorsque l'ordre portant étude à l'étape du rapport sera proposé, le projet de loi sera réputé adopté à l'étape du rapport sans proposition d'amendement, une motion portant troisième lecture pourra dès lors être présentée et au plus un jour de séance sera alloué aux délibérations à l'étape de la troisième lecture, à condition que la motion portant troisième lecture ne fasse l'objet d'aucun amendement, et, à la fin de la période réservée aux initiatives ministérielles, lorsque plus aucun député ne demandera la parole, le projet de loi sera réputé avoir été lu pour la troisième fois et adopté.

‘Where the parent undertaking referred to in Article 260 is itself a subsidiary of an insurance holding company or a mixed financial holding company which has its head office in a third country or of a third-country insurance or reinsurance undertaking, Member States shall apply the verification provided for in Article 260 only at the level of the ultimate parent undertaking which is a third-country insurance holding company, a third-country mixed financial holding company, a third-country insurance undertaking or a third-country reinsurance undertaking.
«Lorsque l’entreprise mère visée à l’article 260 est elle-même filiale d’une société holding d’assurance ou d’une compagnie financière holding mixte ayant son siège social dans un pays tiers ou d’une entreprise d’assurance ou de réassurance d’un pays tiers, les États membres procèdent à la vérification prévue par l’article 260 uniquement au niveau de l’entreprise mère supérieure qui est une société holding d’assurance d’un pays tiers, une compagnie financière holding mixte d’un pays tiers ou une entreprise d’assurance ou de réassurance d’un pays tiers.
