Recognises the potential role of the Eastern Partnership Civil Society Forum as the forum to foster the development of a genuine civil society and strengthen its entrenchment in the states of the region and calls on the Commission to ensure that the Forum receives sufficient financial support; draws attention to the importance of financing civil society projects and the role that the EU Delegations in the region play in selecting these, and the significance that the projects can have in promoting contacts at regional level;

Highlights the recognition during the Forum of the overall success of the automatic recognition procedure in Directive 2005/36/EC on the recognition of professional qualifications and takes the view that it should therefore be extended to other professions; calls on the Member States, competent authorities and the Commission to provide for greater transparency, so that applicants can receive a full explanation as to the reasons for the non-recognition of their diploma or professional qualification; welcomes the announcement of the results of the professional card pilot projects and believes that such a card could be a useful tool to aid mobility for some professions, simplify administrative procedures and enhance safety;

(Return tabled) Question No. 135 Ms. Alexa McDonough: With regard to the death of Canadian citizen Zahra Kazemi in Iran: (a) what specific actions, if any, have the Department of Foreign Affairs and International Trade, the Department of Citizenship and Immigration, the Department of Justice and the Prime Minister’s Office undertaken in Iran, at the United Nations and within other multilateral forums since the government was first notified of Ms. Kazemi’s arrest in Iran; and (b) what specific recommendations, if any, have the Prime Minister and Ministers of Foreign Affairs and International Trade, Citizenship and Immigration, and Justice received from departmental experts, with regard to proposed actions the government may take in Iran, at the United Nations, and within other multilateral forums to ensure (i) that a full and accountable investigation into Ms. Kazemi’s death took place, (ii) that the perpetrators were tried in a fair and transparent trial, and (iii) that her remains were returned to her family in Canada for a full forensic examination and burial?

Believes that such a forum would guarantee an exchange of information and a public debate; using an ‘integrated’ working method, in other words taking account of all the parties concerned (scientists, industries, and non-governmental organisations), together with the European Ethics Group and the high-level working party on life sciences, and aided by permanent communication with the national parliaments of the Union, the forum, consisting of Members of the European Parliament and representatives from the Commission and Council, could meet twice a year for the purpose of evaluating the impact of research investment and taking action, via ad hoc contributions which could be taken into account by the competent decision-making bodies of the institutions concerned, on such ethical, legal, economic, and social problems as might periodically arise; with regard to the working methods of this forum, it must be ensured that it receives well-founded scientific assistance and meets the highest standards of transparency and parliamentary scrutiny;

From within an area of federal jurisdiction, a decision is made to interfere in an area of provincial jurisdiction, the provinces do not participate in the forum on health and no one has the patience or wants to do the negotiating necessary to have them there (1310) This means that, in the end, when the Prime Minister receives the report from the committee responsible for the forum on health, as its chair, he will be also be handed a total rejection by all the provinces of the report's conclusions.
