In June 1999, Canada enacted the First Nations Land Management Act, which ratified and brought the framework agreement into effect.

9 (1) For the purposes of this Act and in order to take into account, in accordance with the Framework Agreement or the Nekaneet Agreement, an existing interest in entitlement land of a person other than a party to the Framework Agreement or the Nekaneet Agreement, a band or the Nekaneet band may surrender, in accordance with the procedures set out in the Indian Act, the interest in entitlement land notwithstanding that the entitlement land has not been set apart as an entitlement reserve.

Contracting authorities shall enter into framework agreements as defined in Article 1(9 ), with a minimum of three parties, where there is a sufficient number of economic operators satisfying the selection criteria.
