RECALLS that, in view of the specific institutional, legislative and contractual characteristics of each Member State, Community action should concentrate on setting objectives, leaving it to the Member States to choose the means most appropriate to their situation, within a commonly defined general framework, CONSIDERS it necessary to step up action in favour of SMEs to improve and simplify the legislative and administrative environment, and is therefore in favour of consultation between Member States on the basis of continual exchange of experience, with the assistance of the Commission and organized within the framework of a Committee consisting in particular of representatives of the Member States, Particularly WELCOMES the Commission's continued efforts in parallel to simplify current Community legislation and its intention to set up a group of independent experts charged with re-examining the effects of existing Community and national legislation on employment and competitiveness with the aim of reducing legal and administrative constraints on enterprises, CONSIDERS also that it is necessary to extend cooperation between the Member States and the Community to include exchange of experience and best practice regarding enterprise-support measures in a competitive economy for small and medium-sized enterprises, including micro- enterprises and the craft sector and concerted action to stimulate demand for services offered to enterprises, CONSIDERS it appropriate to concentrate on the three key stages in the life of an enterprise, i.e. creation, growth and transfer, CONSIDERS that policies should take account of the difficulties of the craft sector and micro-enterprises in particular, having regard to the major contribution they make to job-creation.
SOULIGNE la nécessité de veiller à la cohérence entre les dispositions nationales et communautaires. III. RAPPELLE que, en raison des spécificités institutionnelles, législatives ou contractuelles propres à chaque Etat membre, l'action de la Communauté doit se concentrer sur la définition d'objectifs, en laissant aux Etats membres le choix des moyens adaptés à leur situation respective, à l'intérieur d'un cadre général défini en commun. SE FELICITE tout particulièrement de ce que, parallèlement, la Commission poursuit ses efforts en vue de simplifier la législation communautaire actuelle et qu'elle a l'intention de créer un groupe d'experts indépendants chargés de réexaminer les incidences de la législation communautaire et nationale actuelle sur l'emploi et la compétitivité, en vue d'alléger les charges légales et administratives pesant sur les entreprises: ESTIME également nécessaire d'étendre la coopération entre Etats membres et Communauté à un échange d'expériences et de meilleures pratiques en matière de mesures de soutien dans une économie concurrentielle aux petites et moyennes entreprises, y compris aux micro- entreprises et à l'artisanat et à une action de concertation en matière de stimulation de la demande de services offerts aux entreprises. CONSIDERE qu'il convient de se concentrer sur les trois moments-clés dans la vie de l'entreprise, à savoir la création, la croissance et la transmission.

To help improve matters, under the Fourth Framework Programme efforts will be made to encourage more concerted action at the highest political level, to take appropriate action to coordinate the Member States' participation in major international projects in which only a united Europe can become a partner on equal terms with economic powers such as the United States and Japan, and to help improve the coordination of research activities conducted by various European organizations such as ESA, CERN and ESO.

IV. INVITES THE COMMISSION AND THE MEMBER STATES to: 1. improve the contribution of Community programmes and measures to the maintenance and creation of jobs by SMEs and craft enterprises; 2. consult one another and, where necessary, coordinate their action in favour of SMEs, in particular in the framework of concerted action initiated under the Integrated Programme in favour of SMEs and the craft sector, in order to promote the exchange of experience and good practices, including in the sphere of local initiatives; 3. ensure that organizations representing SMEs and the craft sector at European and national level are consulted when policies concerning them are framed, implemented and monitored; 4. coordinate the various Community, national and local information networks more effectively, by recognizing, inter alia, the role of Euro-Info- Centres in providing enterprises, in particular SMEs, with Community information; 5. facilitate access to measures in favour of SMEs and the craft sector, in particular by keeping SMEs and craft enterprises apprised of the opportunities offered by Community, national or regional programmes and by simplifying the relevant procedures in order to facilitate their participation; 6. improve the operation of the internal market in order to enable small and medium-sized enterprises and craft enterprises to exploit all the opportunities offered by it, including in the public contracts sector, and to overcome any obstacles to internal trade; 7. encourage, where appropriate, the establishment of mutual guarantee arrangements among SMEs on a commercial basis.
IV. INVITE LA COMMISSION ET LES ETATS MEMBRES à : 1. améliorer la contribution des programmes et actions communautaires au maintien et à la création d'emplois par les PME et les entreprises artisanales, 2. se consulter mutuellement et à coordonner, pour autant que de besoin, leurs actions en faveur des PME, notamment dans le cadre des actions concertées initiées par le Programme Intégré en faveur des PME et de l'Artisanat, visant à favoriser l'échange d'expériences et de bonnes pratiques y compris dans le domaine des initiatives locales, 3. assurer la consultation des organisations représentatives des PME et de l'artisanat au niveau européen et national lors de l'élaboration des politiques les concernant ainsi que dans leur mise en oeuvre et leur suivi, 4. mieux coordonner les différents réseaux d'information communautaires, nationaux et locaux en reconnaissant entre autres le rôle des Euro-Info- Centres pour l'information communautaire des entreprises et en particulier des PME, 5. faciliter l'accès aux actions en faveur des PME et de l'artisanat notamment en informant les PME et les entreprises artisanales sur les opportunités offertes par les programmes tant communautaires que nationaux ou régionaux en simplifiant les procédures y afférentes afin de faciliter leur participation, 6. améliorer le fonctionnement du marché intérieur de façon à permettre aux petites et moyennes entreprises et aux entreprises artisanales d'en exploiter toutes les opportunités, y compris dans le domaine des marchés publics et de surmonter les obstacles éventuels qui entravent le commerce intérieur, 7. encourager, le cas échéant, la mise en place de mécanismes de cautionnement mutuel auprès des PME sur une base commerciale.

In order to achieve these objectives, the Integrated Programme provides for three types of action, as part of a close partnership between all parties concerned in the development of SMEs: Concerted actions with Member States and contributions from the European Union distinguished in measures developed within the framework of the Enterprise Policy (i.e. the Third Multiannual Programme for SMEs 1997-2000 which is an essential part of the Integrated programme), and measures developed under other Community policies (e.g. Structural Funds, Research and Technological Development, European Investment Bank, European Investment Fund).
Pour réaliser ces objectifs, le programme intégré propose trois types d'actions en étroite collaboration entre toutes les parties concernées par le développement des PME: des actions concertées avec des États membres et des aides de l'Union européenne sous la forme de mesures prises dans le cadre de la politique en faveur des entreprises (c'est-à- dire, le troisième programme pluriannuel pour les PME, 1997-2000 qui est un élément essentiel du programme intégré) et des mesures adoptées au titre d'autres politiques communautaires (par exemple, les fonds structurels, les développements de la recherche et de la technologie, la Banque européenne d'investissement, le Fonds européen d'investissement).
