(11) Different sources of Community funding are available to support Member States to finance the necessary investment in indigenous production and infrastructure, notably loans and guarantees from the European Investment Bank or funding from regional, structural or cohesion funds.

Funding obtained from the other Community funds (Cohesion Fund, ERDF, ISPA and TEN-T budget) was relatively small, with shares ranging from 1.2% (ERDF), 1.3% (ISPA), 1.4% (TEN-T budget) to 3.7% (Cohesion Fund).

2. Without prejudice to the derogations laid down in the specific regulations of the Funds, the ERDF and the ESF may finance, in a complementary manner and subject to a limit of 10 % of Community funding for each priority axis of an operational programme, actions falling within the scope of assistance from the other Fund, provided that they are necessary for the satisfactory implementation of the operation and are directly linked to it.
2. When appraising major productive investment projects, the Commission should have all necessary information to consider whether the financial contribution from the Funds does not result in a substantial loss of jobs in existing locations within the European Union, in order to ensure that Community funding does not support relocation within the European Union

Funding for this regional development programme will come from three Community Funds: the European Regional Development Fund, which is the responsibility of Mr Barnier, the European Social Fund, which is the responsibility of Mrs Diamantopoulou, the Commissioner for employment and social affairs, and the Guidance Section of the European Agricultural Guidance and Guarantee Fund, which is the responsibility of Mr Fischler, the Commissioner for agriculture and fisheries. The ERDF will be providing 75.3% of the Community funding, the ESF 23.7% and the EAGGF 1%.

The Community funding is made up of ECU 17.9 million from the European Regional Development Fund and ECU 9.6 million from the European Social Fund.
