Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. That, a special committee be appointed to consider the status of cooperatives in Canada and to make recommendations by: (a) identifying the strategic role of cooperatives in our economy; (b) outlining a series of economic, fiscal and monetary policies for strengthening Canadian cooperatives as well as for protecting the jobs they create; (c) exploring the issue of capitalization of cooperatives, its causes, effects and potential solutions; (d) exploring whether the Canada Cooperatives Act of 1998 requires updating; (e) identifying what tools the government can use to provide greater support and a greater role to Canadian cooperatives; and that the committee consist of twelve members which shall include seven members from the government party, four members from the Official Opposition and one member from the Liberal Party, provided that the Chair is from the government party; that in addition to the Chair, there be one Vice-Chair from each of the opposition parties; that the committee have all of the powers of a Standing Committee as provided in the Standing Orders, as well as the power to travel, accompanied by the necessary staff, inside and outside of Canada, subject to the usual authorization from the House; that the members to serve on the said committee be appointed by the Whip of each party depositing with the Clerk of the House a list of his or her party’s members of the committee no later than June 8, 2012; that the quorum of the special committee be seven members for any proceedings, provided that at least a member of the opposition and of the government party be present; that membership substitutions be permitted to be made from time to time, if required, in the manner provided for in Standing Order 114(2); and that the Committee report its recommendations to this House no later than November 30, 2012.

He has called upon the Commission to provide a comprehensive annual report on the implementation of the Agreement - together with the Protocol and the Annexes, which form an integral part thereof - in order to enable Parliament to assess more effectively and with greater transparency whether or not the various objectives stated in the Agreement have been achieved, whether or not the Agreement is fully operational, whether or not it acts in the interests of the parties involved and whether or not it is cost-effective for the Community and its fisheries sector. This will afford the sector greater legal security, including monitoring of the application of the exclusivity clause laid down in the Agreement (Article 6) in order to ensure that other parties are not offered (by means of private agreements) opportunities to fish for high-commercial-value species which are withheld from the Community under the public Agreement on the pretext that resources have to be conserved.

With regard to the Court of Auditors, we have also raised the need for greater coordination to increase transparency in the contradictory procedure prior to its report, because we have found that in the application of the timetable there had been problems at certain times which prevented Parliament from knowing exactly whether or not – and in this case at what point – the problems that had been noted had been improved and whether, in the relationship between the Court and the agencies or the Commission, a positive conclusion had been reached.

I will conclude by appealing for two concrete changes which are very important to Parliament and also, I hope, to the Commission: greater efforts to avoid any delays in payment from now on; and assessments of growing and production methods, with the aim of withholding funding from those projects having a negative effect not only on the environment but also on the health of banana workers in producing countries. The use of biodegradable substances in the banana-growing process should become a priority here.

I believe that we must demand from the Commission more power to impose fines, which would have sufficient coercive effect, greater inclination to coordinate the different governments of the Member States, in order to achieve that greater coordination and, in summary, greater intensity in its activities, so that the principles enshrined in the Charter of Fundamental Rights might become reality.
Je pense que nous devons prier la Commission d'être bien plus coactive et d'imposer des amendes au pouvoir suffisamment coercitif, de coordonner davantage les différents gouvernements des différents États membres, pour obtenir une coordination accrue et, en résumé, de mener son activité avec davantage de force, pour que les principes que consacre la Charte des droits fondamentaux deviennent réalité.

On the contrary, I believe that the status quo is not something we can profit by. Instead, we have everything to gain from a new round because there is so much greater understanding today of these complex connections and of the fact that development questions and environmental questions have to be discussed in the one context.
Je pense, tout au contraire, que nous n'aurions rien à gagner à un statu quo, et que nous avons tout à gagner d'un nouveau cycle, puisque nous avons aujourd'hui une bien meilleure compréhension de ce lien complexe que je viens d'évoquer, comme de la nécessité de débattre globalement des questions relatives au développement et à l'environnement. The Principal Challenges Today's world is very different from the one in which the Bretton Woods institutions were created The global economy is more integrated and, as a result, all countries have a much greater stake in developments outside their borders World trade has grown steadily, and direct and portfolio investment flows have increased sharply in recent years Capital market liberalisation, technological change, and financial innovation have transformed the global financial landscape -- with great benefits, but also new risks There is a much greater consensus on the role of the market, economic incentives, and open policies, and much less faith in dirigiste solutions to economic problems A variety of new global challenges have emerged in areas such as environmental stewardship and the importance of good governance The influence of developing countries in the world economy is growing, yet, a large portion of the world' s population still live in extraordinary poverty The imperative of continued transition in the countries of Central and Eastern Europe, the former Soviet Union, and elsewhere remains clear.
