A number of international organisations have direct competence in dealing with issues relating to biotechnology - biosafety is addressed by the Cartagena Protocol, biodiversity by the Convention on Biological Diversity (CBD), agriculture by the Food and Agriculture Organisation (FAO), intellectual property rights and technology transfer by the World Intellectual Property Organisation (WIPO) and World Trade Organisation (WTO), trade by the WTO, risk analysis of foods derived from modern biotechnology in Codex Alimentarius under the World Health Organisation (WHO)/FAO, plant protection under the International Plant Protection Convention (IPPC), and the development of consensus documents by the Organisation for Economic Co-operation and Development (OECD).

However, when personal data are transferred from the Union to controllers, processors or other recipients in third countries or to international organisations, the level of protection of natural persons ensured in the Union by this Regulation should not be undermined, including in cases of onward transfers of personal data from the third country or international organisation to controllers, processors in the same or another third country or international organisation.

Apart from the international commitments the third country or international organisation has entered into, the Commission should also take account of obligations arising from the third country's or international organisation's participation in multilateral or regional systems, in particular in relation to the protection of personal data, as well as the implementation of such obligations.
Outre les engagements internationaux pris par le pays tiers ou l'organisation internationale, la Commission devrait également tenir compte des obligations découlant de la participation du pays tiers ou de l'organisation internationale à des systèmes multilatéraux ou régionaux, notamment en matière de protection des données à caractère personnel, ainsi que de la mise en œuvre de ces obligations.

Suggests in this context that the Commission, in line with paragraph 17 of UN Security Council Resolution 2199 of 12 February 2015, focus on the fight against illicit trade in cultural artefacts, specifically as regards items of cultural heritage illegally removed from Iraq since 6 August 1990 and from Syria since 15 March 2011; calls on the Commission to devise a coordinated approach for combating that illegal trade, working together with those responsible at national level in the investigation services and in close cooperation with UNESCO and other international organisations such as ICOM (International Council of Museums), ICOM’s International Committee of the Blue Shield (ICBS), Europol, Interpol, UNIDROIT (International Institute for the Unification of Private Law), the WCO (World Customs Organisation), ICOMOS (International Council on Monuments and Sites) and ICCROM (International Centre for the Study of the Preservation and Restoration of Cultural Property);

Suggests, in this context, that the Commission envisage creating, in line with paragraph 17 of UN Security Council Resolution 2199 of 12 February 2015, a cross-cutting department which would be in charge of the prevention of and the fight against illicit trade in cultural artefacts, with a unit dedicated specifically to items of cultural heritage illegally removed from Iraq since 6 August 1990 and from Syria since 15 March 2011; suggests also that this department should devise a coordinated approach to combating that illegal trade, working together with those responsible at national level in the investigation services and in close cooperation with UNESCO and other international organisations, such as ICOM (International Council of Museums), the ICOM’s International Committee of the Blue Shield (ICBS), Europol, Interpol, UNIDROIT (International Institute for the Unification of Private Law), WCO (World Customs Organisation), ICOMOS (International Council on Monuments and Sites) and ICCROM (International Centre for the Study of the Preservation and Restoration of Cultural Property);

On the question concerning the participation of Taiwan in the World Meteorological Organisation from Mrs Lulling and Mrs Andrikienė, and also from Mr van Baalen and Mr Tannock: in line with the position expressed by the European Union in a statement issued in September 2008 and the EU’s One China policy, the European Commission supports, where appropriate, the meaningful participation of Taiwan in international organisations. We will continue to do so.
S’agissant de la question posée par M Lulling et Andrikienė et MM. van Baalen et Tannock concernant la participation de Taïwan à l’Organisation météorologique mondiale, tout en s’en tenant à la position exprimée par l’UE dans une déclaration publiée en septembre 2008 et à la politique européenne d’une seule Chine, la Commission européenne soutient, quand il le faut, la participation utile de Taïwan aux organisations internationales.
