I shall repeat, once again this year, that the budget is inadequate and the multiannual financial framework is unsuitable. There is a lack of funds for economic recovery policies, research, lifelong learning, networks, and aid for SMEs and micro-enterprises. It is difficult to implement the policy of territorial solidarity and, in particular, the Cohesion Fund, and therefore billions of euros are left in unused payment appropriations. Too much money is earmarked for aid for market agriculture, which leaves margins unused due to legal bases that prohibit new commitments. There are problems in using the sums set aside for rural development and the environment. Money is being scattered on security and justice policies, far removed from the Council’s public commitments, and citizenship and information policies are practically bankrupt and do not enable real communication with European citizens.
Je vais répéter, cette année encore, l’insuffisance de ce budget, l’inadaptation du cadre financier pluriannuel: manque de moyens pour les politiques de relance économique, recherche, formation tout au long de la vie, réseaux, aide aux PME et TPE; une politique de solidarité territoriale et spécialement les Fonds de cohésion difficiles à mettre en œuvre et laissant donc des crédits de paiement inutilisés par milliards d’euros; trop d’argent prévu pour l’aide à l’agriculture de marché et laissant des marges inutilisées du fait de bases légales interdisant de nouveaux engagements; des difficultés à consommer les sommes consacrées au développement rural et à l’environnement; du saupoudrage pour des politiques de sécurité et de justice, loin des engagements publics du Conseil, et des politiques de citoyenneté et d’information qui frôlent l’indigence et ne permettent pas une communication réelle auprès des citoyens de l’Union.

Agriculture represents only 2% of our wealth, therefore it seems perverse to make this a sticking point when we have so much to gain from improved non-market agricultural access and in particular from services liberalisation.
