Following the mandate from the Council[36] and as announced in its 2013 Work Programme, the Social Protection Committee (SPC) will work on the financing of social protection systems and efficiency and effectiveness of social protection expenditure. This will include developing a methodology to assist in this by the end of 2013. This work will be based on analysing and sharing best practices in the context of the Open Method of Coordination on social protection and social inclusion (Social OMC).
Conformément au mandat reçu du Conseil[36] et comme annoncé dans son programme de travail pour 2013, le comité de la protection sociale (CPS) se penchera sur le financement des systèmes de protection sociale et sur l’efficience et l’efficacité des dépenses de protection sociale; pour atteindre cet objectif d’ici fin 2013, il conviendra notamment d’élaborer une méthode; ces travaux seront fondés sur l’analyse et l’échange des bonnes pratiques dans le cadre de la méthode ouverte de coordination sur la protection sociale et l’inclusion sociale (MOC sociale).

In this regard, the Communication from the Commission "A concerted strategy for modernising social protection" (COM(99)347 final) makes guaranteeing a high and sustainable level of health protection one of the four priority objectives of European cooperation in the field of social protection.

At its meeting in Lisbon on 23-24 March 2000, the European Council decided to "mandate the High Level Working Party on Social Protection, taking into consideration the work being done by the Economic Policy Committee, (...)as its first priority, to prepare, on the basis of a Commission communication, a study on the future evolution of social protection from a long-term point of view, giving particular attention to the sustainability of pensions systems in different time frameworks up to 2020 and beyond, where necessary".

Access to employment or to self-employed activities, conditions for acquisition of a work permit or exemption from it, access to social rights (social protection and assistance), education and health care (sometimes calling for a special approach in view of the vulnerability of certain protected persons due to the experience of political persecution or prison, torture and the circumstances of their flight) are components of the status to be harmonised, along with family reunification and the type of status to be given to reunited family members.
Accès aux activités salariées et non salariées, conditions d'acquisition ou exemption de permis de travail, accès à des droits sociaux (protection et assistance sociale), à l'éducation, aux soins de santé (nécessitant parfois une approche spéciale en raison de la vulnérabilité de certaines personnes protégées due à l'expérience de la persécution politique ou de la prison, de la torture et des circonstances de la fuite) sont des éléments du statut à harmoniser comme l'est le regroupement familial ainsi que le type de statut accordé aux membres de la famille réunis.

11. In order to contribute to preparing the enlargement of the Union under conditions of balanced economic and social development, the Commission proposes to continue with the elaboration of the Employment Policy Reviews with all candidate countries, to promote co-operation between civil society organisations from the European Union and from the candidate countries, to prepare for joint analysis in the field of social protection and to ensure the successful participation of candidate countries in Community action programmes in the social area as part of the pre-accession strategy.
11. Afin de contribuer à la préparation de l'élargissement dans des conditions de développement économique et social équilibré, la Commission propose de poursuivre l'élaboration des révisions des politiques de l'emploi avec l'ensemble des pays candidats, de promouvoir la coopération entre les organisations de la société civile de l'UE et des pays candidats, de préparer une analyse conjointe dans le domaine de la protection sociale et d'assurer la participation effective des pays candidats aux programmes d'action communautaire dans le domaine social dans le cadre de la stratégie de préadhésion.
