(52a) Transitional provisions should be added. First, in Article 181(1), as regards the making available again of decommitted appropriations corresponding to commitments made during the 2000-2006 Structural Funds programming period, the case of force majeure should continue to be applied as provided in the Financial Regulation of 25 June 2002 until the closure of the assistance. This is in order to avoid disruption of the current system since force majeure is treated differently in the new Regulation governing the Structural Funds. Second, in Article 181(2), to deal with the implementation of the provisions on the central database for exclusion from participation in procurement and grant procedures. Finally, in Article 181(3) to deal with the outstanding Community commitments to be financially settled in order to close the assistance provided for in the Regulations governing the Structural Funds and the Cohesion Fund for the 2000-2006 programming period.

Welcomes the Commission statement that the EU rural development and structural funds should make a substantial contribution towards co-financing the Natura 2000 network; further welcomes the enabling of financing for Natura 2000 from rural development and structural funds; nevertheless, having examined the relevant proposals (structural, rural and Life+), considers them insufficient for the adequate co-funding of the Natura 2000 network and therefore also insists that a dedicated fund be set up for this purpose.

Regrets the delays in the disbursement of pre-accession funds, especially those provided under SAPARD, resulting from the difficult task, which the Commission initially underestimated, of setting up the management and supervisory machinery required to guarantee the transparency and traceability of the funds; considers that the experience which the Polish authorities have acquired in the above exercise will be particularly useful to help them administer the Community funds (the Structural Funds and the Cohesion Fund) for which Poland will be eligible as an EU Member State.

The regional aspect of research is of major importance to Parliament which, in its resolution of 18 May 2000, calls on the Commission to ensure that Objective 1 regions employ at least 5% of the Structural Funds which they have not used in order to promote scientific research in various sectors, so as to reduce the technological gap between those regions and the rest of Europe and prevent unused Structural Funds from being withdrawn. In that same resolution, Parliament also calls for Structural Fund activities to be integrated with research programmes so that the former provide research infrastructure in less-favoured regions and the latter provide the mechanisms and financial means for high-level scientific collaboration.
