Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). In every ship there shall be provided for the guidance of the master of the ship plans showing for each deck the sections of the ship enclosed by “A” Class divisions and the sections of the ship enclosed by “B” Class divisions, together with particulars of the fire alarm and fire detecting systems, sprinkler installations and fire extinguishing appliances provided in the ship, the means of entry into and exit from the various compartments and decks, and of the ship’s ventilating system, including in particular the positions of the dampers thereof and the identification numbers of the ventilation fans serving each section of the ship, and such plans shall be protected by glass or similar material and shall be permanently affixed to a bulkhead, table or desk near the place from which the ship is normally navigated.

Ships operating between ports situated in the customs territory of the Union should be exempt from the obligation to send the information referred to in the FAL forms, where the ships do not come from, call at or are headed towards a port situated outside that territory or a free zone subject to type I controls within the meaning of customs legislation, without prejudice to the applicable legal acts of the Union and the information Member States may request in order to protect internal order and security and to enforce customs, fiscal, immigration, environmental or sanitary laws.

Since the early 1980s, the St. Lawrence has lost out with shipping falling from 130 million to 105 million tonnes, whereas on the Mississippi shipping has increased from 450 million to 700 million tonnes and international shipping has increased by 600%. Once again, the governments, both Liberal and Conservative, underestimated the capacity of the St. Lawrence—Great Lakes corridor, which is the main access route to the central United States.

Article 122 (9) provides that gains realised on the sale of ships are exempt from taxation provided that the ships sold have remained fixed assets of the company for more than five years at the time of sale and consequently that an amount at least equal to the sales value is re-invested within five years in the purchase of ships, co-ownership of ships, shares in ships or shares in shipping companies which have their headquarters in the Community and exclusively engage in eligible activities (10).
