Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Definition: Arises as a delayed or protracted response to a stressful event or situation (of either brief or long duration) of an exceptionally threatening or catastrophic nature, which is likely to cause pervasive distress in almost anyone. In the case of holdings which consist of two or more separate production units, the competent veterinary authority may derogate from these measures as regards healthy production units on a holding which is infected provided that the authorised veterinarian has confirmed that the structure and size of these production units and the operations carried out there are such that the production units provide completely separate facilities for housing, keeping and feeding, so that the disease in question cannot spread from one production unit to another.

(21) considérant que le Royaume-Uni doit également être autorisé à expédier à partir de son territoire de la gélatine obtenue à partir de matières premières provenant de bovins qui n'ont pas été abattus au Royaume-Uni; que le Royaume-Uni a mis en place un système de traçabilité pour ce type de gélatine afin de garantir la possibilité d'identifier l'origine des matières premières; que les règles communautaires doivent être complétées par l'introduction officielle d'un système de traçabilité; qu'un tel système doit être mis en place pour d'autres produits bénéficiant d'une dérogation à l'interdiction générale; qu'il convient également d'introduire un système d'étiquetage;

(13) Whereas the euro unit and the national currency units are units of the same currency; whereas it should be ensured that payments inside a participating Member State by crediting an account can be made either in the euro unit or the respective national currency unit; whereas the provisions on payments by crediting an account should also apply to those cross-border payments, which are denominated in the euro unit or the national currency unit of the account of the creditor; whereas it is necessary to ensure the smooth functioning of payment systems by laying down provisions dealing with the crediting of accounts by payment instruments credited through those systems; whereas the provisions on payments by crediting an account should not imply that financial intermediaries are obliged to make available either other payment facilities or products denominated in any particular unit of the euro; whereas the provisions on payments by crediting an account do not prohibit financial intermediaries from coordinating the introduction of payment facilities denominated in the euro unit which rely on a common technical infrastructure during the transitional period;
(13) considérant que l'unité euro et les unités monétaires nationales sont des unités de la même monnaie; qu'il faut garantir que les paiements effectués à l'intérieur d'un État membre participant par le crédit d'un compte puissent se faire soit dans l'unité euro soit dans l'unité monétaire nationale; que les dispositions relatives aux paiements effectués par le crédit d'un compte doivent aussi s'appliquer aux paiements transfrontaliers libellés dans l'unité euro ou dans l'unité monétaire nationale du compte du créancier; qu'il est nécessaire d'assurer le fonctionnement harmonieux des systèmes de paiement en arrêtant des dispositions relatives aux paiements effectués sur des comptes au moyen d'instruments de paiement utilisés dans ces systèmes; que les dispositions relatives aux paiements effectués par le crédit d'un compte ne doivent pas avoir pour effet d'obliger les intermédiaires financiers à offrir d'autres services ou instruments de paiement libellés dans une unité particulière quelconque de l'euro; que les dispositions relatives aux paiements effectués par le crédit d'un compte n'empêchent pas les intermédiaires financiers de coordonner l'introduction de services de paiement libellés dans l'unité euro, qui reposent sur une infrastructure technique commune pendant la période transitoire;

(9) Whereas in accordance with Article 109g of the Treaty and with Regulation (EC) No 1103/97, the euro will replace the ECU as from 1 January 1999 as the unit of account of the institutions of the European Communities; whereas the euro should also be the unit of account of the European Central Bank (ECB) and of the central banks of the participating Member States; whereas, in line with the Madrid conclusions, monetary policy operations will be carried out in the euro unit by the European System of Central Banks (ESCB); whereas this does not prevent national central banks from keeping accounts in their national currency unit during the transitional period, in particular for their staff and for public administrations;
(9) considérant que, conformément à l'article 109 G du traité et au règlement (CE) n° 1103/97, l'euro remplace l'écu, à compter du 1er janvier 1999, en tant qu'unité de compte des institutions des Communautés européennes; que l'euro est aussi l'unité de compte de la Banque centrale européenne (BCE) et des banques centrales des États membres participants; que, conformément aux conclusions du Conseil européen de Madrid, le Système européen de banques centrales (SEBC) effectue en euros les opérations relevant de la politique monétaire; que cela n'empêche pas les banques centrales nationales, pendant la période transitoire, de tenir des comptes dans leurs unités monétaires nationales respectives, en particulier pour leur personnel et les administrations publiques;

(h) to the many distinguished Canadians who have received 646 orders and distinctions from foreign non-British, non-Canadian sovereigns between 1919 and February 1929; (i) to the legal and constitutional position of persons of Canadian birth and citizenship, in respect of their ability and disability for their membership in the United Kingdom House of Lords and House of Commons, particularly Canadians domiciled in the United Kingdom holding dual citizenship of Canada and of the United Kingdom; (j) to the legal and constitutional position of Canadians at home and abroad in respect of entitlement to receive honours and distinctions from their own Sovereign, Queen Elizabeth II of Canada, and to the position in respect of their entitlement to receive honours and distinctions from sovereigns other than their own, including from the sovereign of France the honour, the Ordre Royale de la Légion d'Honneur; (k) to those honours, distinctions, and awards that are not hereditary in character such as life peerages, knighthoods, military and chivalrous orders; and (l) to the recommendation by the United Kingdom Prime Minister Tony Blair to Her Majesty Queen Elizabeth II for the appointment to the House of Lords as a non-hereditary peer and lord of Mr. Conrad Black a distinguished Canadian,publisher, entrepreneur and also the Honorary Colonel of the Governor General's Foot Guards of Canada.
h) les nombreux distingués Canadiens qui ont reçu 646 honneurs et décorations de souverains étrangers non britanniques et non canadiens entre 1919 et février 1929; i) la position juridique et constitutionnelle des Canadiens de naissance et de citoyenneté concernant leur aptitude ou leur inaptitude à siéger à la Chambre des lords et ou à la Chambre des communes du Royaume-Uni, notamment les Canadiens domiciliés au Royaume-Uni et jouissant de la double citoyenneté du Canada et du Royaume-Uni; j) la position juridique et constitutionnelle des Canadiens domiciliés au pays ou à l'étranger concernant leur droit de recevoir des honneurs et des distinctions de leur propre souverain, la reine Elizabeth II du Canada, ainsi que leur droit de recevoir des honneurs et des distinctions de souverains autres que le leur, y compris le souverain de la France l'honneur de l'Ordre royal de la Légion d'Honneur; k) les honneurs, les distinctions et les décorations qui ne sont pas héréditaires comme la pairie à vie, l'élévation à l'ordre de la chevalerie et les ordres militaires et de chevalerie; l) la recommandation par le premier ministre britannique Tony Blair à Sa Majesté la reine Elizabeth II portant de nommer comme membre non héréditaire de la Chambre des lords Conrad Black, un distingué éditeur et entrepreneur canadien et colonel honoraire des Governor General's Foot Guards du Canada.
