Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. None of these symptoms is so severe that a diagnosis of either dementia (F00-F03) or delirium (F05.-) can be made. This diagnosis should be made only in association with a specified physical disorder, and should not be made in the presence of any of the mental or behavioural disorders classified to F10-F99. The disorder may precede, accompany, or follow a wide variety of infections and physical disorders, both cerebral and systemic, but direct evidence of cerebral involvement is not necessarily present. It can be differentiated from postencephalitic syndrome (F07.1) and postconcussional syndrome (F07.2) by its different etiology, more restricted range of generally milder symptoms, and usually shorter duration.

I do wish to take a harder line on this matter but I believe I should take account of the misgivings expressed in different quarters. In general, these concerns stem from confusing international negotiations on trade in services, on the one hand, with the attitudes and negotiations within the European Union on the control, regulation and deregulation of services, on the other hand. In my opinion, these two debates are quite different.

These will include issues such as the following which fall within my own area of responsibility: weaknesses in traceability of animals, especially of sheep and pigs; animal transport and especially measures which allow live animals from different Member States to cross-contaminate one another; vaccination and whether there needs to be a departure from the current policy of 'no' to generalised vaccination and, if so, in what circumstances and in what conditions; sanitary controls on imports, bearing in mind that the existing EU provisions are adequate if respected, not only to keep out the virus but also to ensure public health requirements are fully and properly respected.
