Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. (Le document est déposé) Question n 864 Mme Kirsty Duncan: En ce qui concerne la santé mentale et le suicide dans les Forces canadiennes (FC), tant dans la Force régulière, la Réserve que chez les anciens combattants, y compris les anciens membres de la Gendarmerie royale du Canada (GRC): a) que nous apprennent l’histoire et la recherche faite après les Première et Deuxième Guerres mondiales d'une part sur le pourcentage de nos anciens combattants qui ont souffert à un degré ou à un autre du syndrome de stress post-traumatique (SSPT) et d'autre part sur l’influence que le syndrome a pu avoir sur leur aptitude (i) à garder un emploi, (ii) à entretenir des relations humaines, (iii) à se libérer de la dépendance aux toxicomanies, (iv) à garder la volonté de vivre; b) comment comptabilise-t-on les suicides dans chacun des groupes précités, soit la Force régulière et la Réserve des FC et les anciens combattants, y compris ceux de la GRC, (i) la façon de faire a-t-elle changé avec le temps (depuis l’an 2000) dans l'un ou l’autre de ces groupes, par exemple en appelant différemment la cause du décès (suicide par opposition à mort subite) et, si c'est le cas, comment, pourquoi et quand, (ii) comment comptabilise-t-on le suicide des anciens combattants qui ne sont pas connus d’Anciens Combattants Canada (ACC) et qui peuvent recevoir d’autres types de soins (par ex., dans des hôpitaux, des refuges pour sans-abri ou des pénitenciers, etc.); c) quelles lacunes la comptabilisation des suicides dans chacun des groupes précités présente-t-elle et, pour chacune d’elles, (i) quelles mesures correctives prévoit-on prendre (y compris les dates prévues de commencement et de fin de chaque mesure et le financement nécessaire), (ii) pendant combien de temps prévoit-on les prendre (y compris la date prévue de fin et le financement nécessaire), (iii) quelles mesures correctives a-t-on cessé de prendre; d) comment enquête-t-on de nos jours sur les suicides dans chacun des groupes précités ...

notwithstanding paragraph 3(f) of this Article, exposures, including participations or other kinds of holdings, incurred by a credit institution to its parent undertaking, to other subsidiaries of that parent undertaking or to its own subsidiaries, in so far as those undertakings are covered by the supervision on a consolidated basis to which the credit institution itself is subject, in accordance with this Directive or with equivalent standards in force in a third country; exposures that do not meet these criteria, whether or not exempted from Article 111(1), shall be treated as exposures to a third party.

In order to comply with the principle of proportionality when determining the contribution to be made to the costs of the provision of the universal service in a Member State required from these undertakings, Member States should use transparent and non-discriminatory criteria such as the share of these undertakings in the activities falling within the scope of the universal service in this Member State.
Afin de se conformer au principe de proportionnalité pour déterminer dans un État membre la contribution aux coûts de la prestation du service universel demandée à ces entreprises, les États membres devraient utiliser des critères transparents et non discriminatoires, tels que la part de ces entreprises dans les activités qui relèvent du service universel dans cet État membre.

The Joint Undertaking shall be established for a period of four years as from the publication of these Statutes in the Official Journal of the European Communities.

Depending on the issues at stake, these consultations are aimed at providing opportunities for input in particular from representatives of regional and local authorities, civil society organisations, undertakings and associations of undertakings, individual citizens concerned, academics or technical experts, as well as interested parties in third countries.
Ces consultations ont pour objectif, en fonction des problèmes en jeu, de permettre notamment aux représentants des pouvoirs locaux et régionaux, à la société civile organisée, aux entreprises et associations d'entreprises, aux citoyens concernés, au monde universitaire ou aux experts, ainsi qu'aux parties intéressées de pays tiers d'apporter leur contribution.
