If the system were adopted in its current form, it would be appropriate to review its functioning within the general review of the Community Budget foreseen for 2008/2009. In particular because it would be very difficult to go ahead with further compulsory modulation, as previously suggested by the Commission, if voluntary modulation will be applied.
Si le système devait être adopté dans sa forme actuelle, il conviendrait de revoir son fonctionnement dans le cadre de la révision générale du budget de la Communauté prévue pour 2008/2009, sans quoi il pourrait s’avérer très difficile, si l’on applique le concept de modulation volontaire, d’imposer par la suite une modulation contraignante, comme suggéré par la Commission précédemment.
