H. whereas the security situation in Egypt has continued to deteriorate, whilst Egyptian security forces have intensified their crackdown against militants in the Sinai Peninsula, particularly following an attack of the Karm al-Qawadis checkpoint during which 28 Egyptian soldiers were killed on 24 October 2014; whereas police officers and army personnel are regularly targeted across the country, including a bomb attack against a police building in North Sinai on 5 January 2015 and several policemen killed or wounded by gunfire in a western Cairo suburb on 4th January and in Minya on 6 January; whereas the State has ordered the eviction of thousands of residents of Rafah, established a 500-metre buffer zone along the Gaza border and imposed a three-months state of emergency in parts of the Sinai; whereas a militant group active in northern Sinai, Ansar Bayt al-Maqdis has sworn allegiance to the Islamic State; whereas the Rafah border crossing with Gaza remains mainly closed, with only three days of opening during December, thereby worsening the blockade of the enclave by its two neighbours;

V. whereas the blockade of and the humanitarian crisis in the Gaza Strip has continued since June 2007 despite numerous calls made by the international community for the immediate, sustained and unconditional opening of crossings for the flow of humanitarian aid, commercial goods and persons to and from Gaza; whereas the closure and the isolation of the strip has paved the way for the firm grip by Hamas on Gaza self-government institutions; whereas over the last days on the Israeli-Gaza border the informal cease-fire in place for more than one year was broken by airstrikes of the Israeli forces and rockets fired by the armed wing of Hamas into Southern Israel;
V. considérant que dans la bande de Gaza se poursuivent le blocus et la crise humanitaire depuis juin 2007, malgré les nombreux appels de la communauté internationale à l'ouverture immédiate, durable et sans conditions de points de passage pour l'aide humanitaire, les biens et les personnes, depuis et vers Gaza; considérant que la fermeture et l'isolement de la bande de Gaza ont favorisé la mainmise du Hamas sur les institutions du gouvernement autonome de Gaza; considérant que, ces derniers jours, à la frontière entre Israël et Gaza, le couvre-feu informel maintenu depuis plus d'un an a été rompu par des tirs aériens des forces israéliennes et des tirs de roquettes de la branche armée du Hamas vers le Sud d'Israël;

17. Expresses its deep concern at the recent clashes on the Israeli-Gaza border which have caused the death of 18 Palestinians including 4 children and injured several dozens from both sides; calls on all the parties to immediately stop all military operations and acts of retaliation and to uphold their obligations under international law notably towards civilians; reiterates its call for the immediately, sustained and unconditional lifting of the blockade of the Gaza Strip and for steps allowing for the reconstruction and economic recovery of this area; calls also, by recognising Israel’s legitimate security needs, for an effective control mechanism preventing the smuggling of arms into Gaza;

H. whereas, during the week of the flotilla raid, Israel transferred 12 413 tonnes of humanitarian aid through Gaza border crossings: the shipments included 994 000 litres of fuel for Gaza's power station, 748 tonnes of cooking gas and eight truckloads of medicine and medical equipment; whereas humanitarian aid carried in the same week by the Irish humanitarian ship Rachel Corrie, and delivered in the port of Ashdod, was refused by Hamas leaders with the motivation that it did not reach Gaza by sea,

3. Calls for a negotiated truce, which should be guaranteed by a mechanism, to be set up by the international community coordinated by the Quartet and the League of Arab States, which could include the dispatching of a multinational presence, under a clear mandate, in order to restore security and secure respect for the ceasefire for the people in Israel and Gaza, with special reference to the monitoring of the Egypt-Gaza border, which implies an important role for Egypt; calls on the Council to increase its pressure in order to halt the ongoing violence; encourages the diplomatic efforts so far undertaken by the international community, especially Egypt and the European Union;
