Finally, the global dimension expands on some of the international goals and focuses on the priority objectives identified in the EU contribution to the World Summit on Sustainable Development (WSSD). These are harnessing globalisation, trade for sustainable development, fighting poverty, social development, sustainable management of natural and environmental resources, improving the coherence of European Union policies, better governance at all levels and financing sustainable development.

The objective of the proposed regulation is "to establish the European Globalisation Adjustment Fund (EGF) for the period of the Multiannual Financial Framework from 1 January 2014 to 31 December 2020" (Article 1(1)) the aim of which is described as contributing "to economic growth and employment in the Union by enabling the Union to show solidarity towards workers made redundant as a result of major structural changes in world trade patterns due to globalisation, trade agreements affecting agriculture, or an unexpected crisis, and to provide financial support for their rapid reintegration into employment, or for changing or adjusting their agricultural activities" (Article 1(2)).
L'objet du règlement proposé est de "[créer] un Fonds européen d'ajustement à la mondialisation (FEM) pour la durée du cadre financier pluriannuel courant du 1 janvier 2014 au 31 décembre 2020" (article premier, alinéa 1) dont l'objectif, tel qu'il est présenté, est de "contribuer à la croissance économique et de l'emploi dans l'Union en permettant à cette dernière de témoigner sa solidarité envers les travailleurs licenciés en raison de modifications majeures de la structure du commerce mondial résultant de la mondialisation, d'accords commerciaux affectant l'agriculture ou d'une crise imprévue, et d'apporter une aide financière favorisant leur réinsertion rapide sur le marché du travail ou permettant de modifier, ou d'adapter, leurs activités agricoles" (article premier, alinéa 2).
