It is something that some former civil servant mandarins, such as Mr. Gordon Ritchie, find distressing, that is, moving people around from one department to another with the assumption that if they were a decent assistant deputy minister, ADM, at Public Works and Government Services Canada, they could be a decent ADM at Fisheries and Oceans Canada, or they could go over to Environment Canada and it does not much matter.
