TRADUCTIONS EN CONTEXTE

In order to achieve a balance between the need for better targeting, greater coherence and transparency on the one hand, and better promoting sustainable development and good governance through a unilateral trade preference scheme on the other hand, the power to adopt acts in accordance with Article 290 TFEU should be delegated to the Commission in respect of amendments to the Annexes to this Regulation and temporary withdrawals of tariff preferences due to failure to adhere to the principles of sustainable development and good governance, as well as procedural rules regarding the submission of applications for the tariff preferences granted under the special incentive arrangement for sustainable development and good governance, the conduct of a temporary withdrawal and safeguard investigations in order to establish uniform and detailed technical arrangements.
Afin de trouver un équilibre entre la nécessité d’améliorer le ciblage, la cohérence et la transparence, d’une part, et de mieux promouvoir le développement durable et la bonne gouvernance grâce à un schéma de préférences commerciales unilatérales, d’autre part, il convient de déléguer à la Commission le pouvoir d’adopter des actes conformément à l’article 290 du traité sur le fonctionnement de l’Union européenne en ce qui concerne la modification des annexes du présent règlement, le retrait temporaire du bénéfice des préférences tarifaires en raison du non-respect des principes du développement durable et de la bonne gouvernance ainsi que les règles de procédure relatives à l’introduction des demandes de préférences tarifaires octroyées au titre du régime spécial d’encouragement en faveur du développement durable et de la bonne gouvernance et à la réalisation d’enquêtes en vue d’un retrait temporaire ou de l’institution de mesures de sauvegarde, de manière à définir des modalités techniques uniformes et détaillées.

Consequently, the additional tariff preferences provided under the special incentive arrangement for sustainable development and good governance should be granted to those developing countries which, due to a lack of diversification and insufficient integration within the international trading system, are vulnerable, in order to help them assume the special burdens and responsibilities resulting from the ratification of core international conventions on human and labour rights, environmental protection and good governance as well as from the effective implementation thereof.

Where the Commission finds that the reasons justifying a temporary withdrawal of the tariff preferences, as referred to in Article 15(1), no longer apply, it shall be empowered to adopt delegated acts, in accordance with Article 36, to amend Annex III in order to reinstate the tariff preferences provided under the special incentive arrangement for sustainable development and good governance.
