In this regard, the Commission should be able to request the Authority to contribute to the assessment referred to in Article 242 of Directive 2009/138/EC, in particular as regards the cooperation of supervisory authorities within, and functionality of, the colleges of supervisors; the supervisory practices concerning setting the capital add-ons; the assessment of the benefit of enhancing group supervision and capital management within a group of insurance or reinsurance undertakings, including possible measures to enhance the sound cross-border management of insurance groups, notably in respect of risks and assets; and reporting on any new developments and progress concerning a set of coordinated national crisis management arrangements, including the necessity or otherwise of a system of coherent and credible funding mechanisms, with appropriate financing instruments.

5. Notwithstanding paragraph 2, where a Community-scale group of undertakings within the meaning of Article 2(1)(c) comprises one or more undertakings or groups of undertakings which are Community-scale undertakings or Community-scale groups of undertakings within the meaning of Article 2(1)(a) or (c), a European Works Council shall be established at the level of the group unless the agreements referred to in Article 6 provide otherwise.

Mr. Speaker, given that the Auditor General determined today that notable progress has been made in the management and operation of the Canada Firearms Centre since it has been established as an independent department, and given that police and law enforcement authorities, public safety groups and victims' groups have otherwise affirmed that the firearms registry works, that it has deterred crime, that it has saved lives, why would the government seek to dismantle the vital component of a law enforcement and gun control regime that in fact protects public security, protects public safety and saves Canadians' lives?
