Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. Question n 397 Mme Kirsty Duncan: En ce qui concerne les initiatives et les programmes gérés par le ministère de la Défense nationale (MDN) et Anciens Combattants Canada (ACC) à l'égard de la santé et du bien-être des anciens combattants: a) quels sont les problèmes (i) des anciens combattants ayant fait du service de guerre, (ii) des anciens combattants des Forces canadiennes (FC); b) pour chaque groupe d’anciens combattants en a), combien y a-t-il eu de cas par an au cours des cinq dernières années, par problème relevé; c) pour chaque groupe d’anciens combattants en a), quels changements a-t-on observés dans les problèmes rencontrés au cours des cinq dernières années; d) chez les anciens combattants des FC, quels sont les principaux problèmes prévus après le retrait de l’Afghanistan en 2011 et, pour chaque problème, quels sont (i) les défis à surmonter, (ii) les changements nécessaires à ACC, (iii) les mesures déjà prises; e) a-t-on fait des recommandations pour améliorer la qualité de vie des anciens combattants mentionnés en a) et, si oui, quelle suite leur a été donnée; f) que fait-on précisément pour que ACC (i) réagisse rapidement aux résultats de recherches sur les liens possibles entre le combat et la sclerose laterale amyotrophique ou la démence, (ii) mette en oeuvre les recommandations découlant des recherches dans les meilleurs délais; g) quelles catégories de blessures subissent les soldats canadiens en Afghanistan; h) quels procédés de réadaptation applique-t-on à chaque catégorie de blessures, par région; i) à quels examens a-t-on soumis les procédés de réadaptation, par date et par région; j) dans chaque catégorie de blessure mentionnée en g), quel pourcentage des anciens combattants peuvent retourner travailler au civil; k) quelles mesures prend-on par région pour aider les anciens combattants à réintégrer la vie civile; l) quelles mesures prend-on pour informer les anciens combattants qui reviennent d’Afghanistan des prestations auxquell ...

We have here one of those situations in which it has to be said that, as time goes on, it becomes less and less pleasant to have been right. When representatives of my group, the Group of the Greens/European Free Alliance, the Group of the Party of European Socialists and the Group for a Europe of Democracies and Diversities visited Baghdad in February of this year, we talked with the weapons inspectors, and it was our extremely clear impression that the inspection was working and that, if no weapons of mass destruction had then been found, it was first and foremost because they probably did not exist.
Lorsque nous avons rendu visite à Bagdad en février dernier - il s’agissait de représentants de mon groupe, du groupe des Verts/Alliance libre européenne, du groupe du parti socialiste européen et du groupe de l’Europe des démocraties et des différences -, nous avons discuté avec les inspecteurs en désarmement, et nous avons eu la très nette impression que les inspections fonctionnaient bien et que, si aucune arme de destruction massive n’avait été trouvée, c’était avant tout parce qu’elles n’existaient probablement pas.

As my colleague, Mr Lehne, attacked the Chairmen of the three groups here, I might remark that both the Group of the European People’s Party (Christian Democrats) and European Democrats and the Group of the Party of European Socialists have themselves provided the reason why the three groups have had to form an alliance. The means the two largest groups have employed to prevent you, Mr President, from holding discussions with the Council have been totally unacceptable.
Puisque M. Lehne a critiqué ici les présidents des trois groupes, je peux dire que les groupes PPE et PSE ont eux-mêmes provoqué la coalition de ces trois groupes. En effet, il était absolument impossible d’approuver la manière employée par les deux plus grands groupes pour vous empêcher, Monsieur le Président, de négocier avec le Conseil.

– (FR) Mr President, Commissioner, ladies and gentlemen, I should like, in particular, to thank Mrs Frassoni, President of the Group of the Greens/European Free Alliance, for having put this matter to the vote on Monday as an addition to the subjects for topical and urgent debate, and I should also like to thank Mrs Napoletano of the Group of the Party of European Socialists and Mrs Malmström of the Group of the European Liberal, Democrat and Reform Party, as well as the Group of the European People’s Party (Christian Democrats) and European Democrats – whatever the views of Mr Sacrédeus – and the Communist Group for having supported and upheld this resolution.
- Monsieur le Président, Monsieur le Commissaire, chers collègues, je voudrais remercier en particulier Mme Frassoni, la présidente du groupe des Verts, pour avoir mis aux voix lundi, au titre des ajouts aux urgences, ce point, et je voudrais remercier Mme Napoletano, du groupe socialiste, Mme Malmström, du groupe libéral, le groupe du PPE - n'en déplaise à notre ami, M. Sacrédeus - et le groupe communiste pour avoir supporté, soutenu cette résolution.

I had hoped we might have been able to reach a sensible compromise but, unfortunately, I have to say that I have been disappointed in this matter by a number of my otherwise good friends and allies in the Group of the Europe People’s Party (Christian Democrats) and European Democrats and in the Group of the Party of European Socialists.
J’avais espéré que nous aurions été en mesure de trouver un compromis raisonnable, mais je dois malheureusement déclarer que certains de mes bons amis et alliés en temps normal du groupe PPE-DE et du groupe PSE m’ont fortement déçue dans cette affaire.
