This opportunity is also a result of the progress made in consolidating public budgets within the framework of the Stability and Growth Pact that is freeing private resources which are now available and that can now be diverted to support the European Initiative for Growth.

To deliver such a fiscal stance, the euro area must adopt a more collective approach which takes account of the differences in situations across countries: (i) for Member States which are over-achieving their fiscal objectives, use their fiscal space to support domestic demand and quality investments, including cross-border ones, as part of the Investment Plan for Europe; (ii) for Member States that need further fiscal adjustments under the preventive arm of the Pact, make sure to be broadly compliant with the requirements of the Stability and Growth Pact; (iii) for Member States under the corrective arm, ensure a timely correction of their excessive deficits, including by providing fiscal buffers against unforeseen circumstances.

2. Rejects the principles and regulations of the EU economic governance which do not reflect adequately the profound imbalances within the EU; criticises the fact that these proposals intend to strengthen the preventive and corrective arms of the discredited Stability and Growth Pact which is tending to sink the economies of many Member States into a deep recession and to create very negative implications for the majority of European economies; calls to revoke the Stability and Growth Pact in parallel with the establishment of an Employment and Growth Pact which should foster public investment and fair redistribution of wealth;

Points out that the lack of success of several Member States in fulfilling the obligations of the Stability and Growth Pact led to its modification; expresses doubts about the way in which the Stability and Growth Pact is being modified, as the Commission's role, which has proven to be too weak in the past, has not been strengthened; welcomes the efforts to improve the preventive arm of the Pact and the increased attention given to the overall debt level; is concerned about the lack of clarity of the new rules of the coercive arm of the Pact, which lacks the transparency of the old rules; expects the Member States to adapt their budgetary procedures to the new Pact in a credible way; warns of the danger of lax handling of the Pact, which might undermine the credibility of the euro as well as the long-term sustainability of public finances and might lead to higher inflation rates, possibly forcing the ECB to increase interest rates in the medium and long term; reserves its final position on this matter until the Commission presents its draft legislative proposals;

And that is a response we must find not only through the instrument of the Stability and Growth Pact, but also by rereading it, revising it and adapting it, introducing more economic rationality into it, taking account of the heterogeneous nature of the European Union of 25 following enlargement, taking account of the fact that the Treaty also talks about the need to preserve the sustainability of public finances and not just of preserving and ensuring budgetary balance in each financial year, by monitoring public deficit, and bearing in mind that, over the years the Stability and Growth Pact has been applied, its credibility has suffered because the rules in force have not always been adopted and applied by the institution which must ultimately do so, which is the Council.

On 18 June 2004, the European Council adopted a Declaration on the Stability and Growth Pact (SGP) which stressed that raising growth potential and securing sound budgetary positions are the two pillars of the economic and fiscal policy of the Union and the Member States.

– (PT) Mr President, we requested this debate because we wished to state that it is time to suspend the Stability and Growth Pact in order to conduct a review of its irrational and incongruous criteria for nominal convergence, which do not take account of the problems and difficulties facing the Member States or their differing levels of development, which are a factor in making their economic problems worse and in hindering growth and the implementation of Community strategies on employment and on combating poverty. This became clear at the first round table on social exclusion held by the Presidency and the Commission last week in the Danish city of Aarhus, and in which I took part in my capacity as rapporteur for the European Parliament.
- (PT) Monsieur le Président, en demandant ce débat, nous voulions affirmer qu’il est temps de suspendre le pacte de stabilité afin de revoir ses critères de convergence nominale, critères irrationnels et incongrus car ils ne tiennent compte ni des problèmes et difficultés des États membres, ni des différents niveaux de développement qui contribuent à aggraver les problèmes économiques, à entraver la croissance et l’application des stratégies communautaires pour l’emploi et pour la lutte contre la pauvreté, comme cela est apparu clairement lors de la première table ronde sur l’exclusion sociale organisée par la présidence et la Commission la semaine dernière, à Aarhus, au Danemark, à laquelle j’ai participé en tant que rapporteur du Parlement européen.
