The Commission proposal, which was supposed to confine itself to fixing premiums and guarantee thresholds, goes much farther and arbitrarily raises the issue of abolishing subsidies for tobacco before completion of the objective assessment of the COM in tobacco currently being carried out, thereby seeking to pre-empt future Council decisions.
