Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. Question n 204 Mme Dawn Black: En ce qui concerne le traitement des détenus en Afghanistan: a) quand le Canada s’est-il vu accorder officiellement l’accès aux installations de détention de Kandahar la première fois; b) combien y avait-il d’agents du Service correctionnel du Canada (SCC) à Kandahar en août 2005, et quel a été leur nombre depuis, pour chaque mois; c) le SCC a-t-il ordonné à ses agents de surveiller en particulier les détenus capturés par les Canadiens et confiés aux autorités afghanes et, dans l’affirmative, de quelle façon; d) quel type d'enquête a été entamée par le ministère de la Défense nationale et les Forces canadiennes après la publication d’allégations de torture dans le « Globe and Mail » du lundi 23 avril 2007, et quand a-elle débuté; e) combien de détenus ont été transférés aux autorités afghanes depuis la signature le 18 décembre 2005 de l’« Entente sur le transfert des détenus entre les Forces canadiennes et le ministère de la Défense de la République islamique d'Afghanistan »; f) quand il y a transfert de détenus aux autorités afghanes et traitement de documents de transfert, comment le quartier général de la Défense nationale, le Chef d’état-major de la Défense (CEMD) et le ministre de la Défense nationale en sont-ils informés, respectivement; g) quand des renseignements divulgués dans des rapports du ministère des Affaires étrangères à partir de 2002, et selon lesquels la torture et les traitements inhumains étaient chose courante dans les prisons afghanes, ont-ils été rendus publics et quand i) le ministre actuel et les anciens ministres des Affaires étrangères en ont-ils été informés, ii) le ministre actuel et les anciens ministres de la Défense en ont-ils été informés, iii) le premier ministre actuel et les anciens premiers ministres en ont-ils été informés; h) quand les négociations au sujet de l’accord sur l’accès aux détenus annoncé par le ministre de la Défense nationale le mercredi 25 avril 2007 ont-elles débuté, et i) ...

To list some of the positive elements, efforts are being made to reduce administrative or other obstacles hampering exchange programmes for students and teachers, efforts are being made to encourage learning foreign languages, and not only English; efforts are also being made to create joint networks and services for circulating information, and, lastly, efforts are being made to encourage placements and even sporting competitions.

There are no major changes, the 4 cornerstones still apply and the changes made to the guidelines are very small and cover 4 points. The first is greater focus on the transition from training to work, the second is in the area of information technology where strenuous efforts are already being made, including the forthcoming Commission initiative on the information society, to coordinate the issue of employment with information technology; the third is active involvement at local level, where the Member States should pursue and work towards increasing the role of local authorities and, of course, the role of the social partners.
