(1) By Decision 89/687/EEC(2), the Council adopted a programme of options specific to the remote and insular nature of the French overseas departments (Poseidom) in accordance with the Community's policy of assistance for the outermost regions. The purpose of the programme is to facilitate the economic and social development of those regions and enable them to benefit from the advantages of the single market of which they are an integral part despite the objective factors leaving them geographically and economically isolated. The programme calls for the CAP to be applied in those regions and provides for special measures to be adopted. In particular, it provides for measures to improve the conditions in which agricultural products are produced and marketed in those departments and to mitigate the effects of their exceptional geographical situation and constraints as since recognised in Article 299(2) of the Treaty.

With reference to infectious salmon anemia (ISA) and its possible effect on salmon and other marine life on Canada's east and west coasts: (a) where on the east coast has the disease been found amongst farmed Atlantic salmon, how many pens have reported the disease, how many farms, and how many bays; (b) what action has been taken by aquaculture operators to control the disease on the east coast, how many farmed Atlantic salmon have been slaughtered, and what was their value; (c) what chemicals, antibiotics or other medicines have the aquaculture operators on the east coast used to prevent or control the disease, and which of these products have been approved for use in the marine environment; (d) what is the effect on wild salmon, shellfish and other marine life of the chemicals, antibiotics or other medicines used by aquaculture operators to prevent or control the disease; (e) is it possible that local wild species of salmon and other marine life on the east coast have been affected by the strain of the disease found amongst farmed salmon, if so which species of wild salmon and other marine life are most susceptible to the disease, and which of these species would be most threatened by the disease; (f) what is the responsibility of the Department of Fisheries and Oceans in regard to this strain of the disease, more particularly what responsibility does the department by statute have in dealing with this disease when found in sea-base aquaculture operations; (g) what responsibility does the Department of Fisheries and Oceans have to prevent the possible transmission of this strain of disease from aquaculutre operations on the east coast to local wild fish stocks; (h) what action has the Department of Fisheries and Oceans taken to ensure that this strain of the disease is not transmitted to wild fish stocks on the east coast; (i) has the Department of Fisheries and Oceans succeeded in preventing the transmission of this strain of the disease to wild stocks o ...
Concernant l'anémie infectieuse du saumon (AIS) et ses effets possibles sur le saumon et les autres formes de vie marine sur les côtes est et ouest du Canada: a) combien de cas de la maladie chez le saumon d'élevage de l'Atlantique a-t-on signalé sur la côte est, et dans combien d'enclos, de salmonicultures, de baies; b) qu'ont fait les aquiculteurs pour lutter contre la maladie sur la côte est, combien de saumons d'élevage ont été abattus et quelle en était la valeur; c) quels produits chimiques, antibiotiques ou autres médicaments ont utilisés les aquiculteurs de la côte est pour prévenir ou combattre la maladie, et lesquels de ces produits ont été approuvés pour un usage en milieu marin; d) quel effet les produits chimiques, antibiotiques ou autres médicaments utilisés par les aquiculteurs pour prévenir ou combattre la maladie ont-ils sur le saumon sauvage, les mollusques et les autres formes de vie marine; e) est-il possible que des espèces de saumon sauvage locales et d'autres formes de vie marine de la côte est aient été touchées par la souche de la maladie qui sévit chez le saumon d'élevage, si oui, quelles espèces de saumon sauvage et autres formes de vie marine sont les plus sujettes à la maladie, et lesquelles de ces espèces seraient les plus menacées; f) quelle est la responsabilité du MPO à l'égard de cette souche de la maladie, en particulier quelle est la responsabilité légale du ministère à l'égard de cette maladie quand elle sévit dans des exploitations aquicoles marines; g) que doit faire le MPO pour empêcher que cette souche de la maladie présente dans des aquicultures soit transmises aux stocks locaux de poisson sauvage; h) qu'a fait le MPO pour s'assurer que cette souche de la maladie ne soit pas transmise aux stocks locaux de poisson sauvage de la côte est; i) le MPO a-t-il réussi à empêcher la transmission de cette souche de la maladie aux stocks de poisson sauvage de la côte ouest; j) le MPO a-t-il fait de la recherche sur la transmis ...
