Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. Identification of the psychoactive substance should be based on as many sources of information as possible. Many drug users take more than one type of psychoactive substance. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). In order to alleviate those problems and to speed up the implementation of operational programmes and projects, as well as to strengthen the economic recovery, it is necessary that the Member States, which have experienced or have been threatened with serious difficulties with respect to their financial stability and which have been granted financial assistance under one of the financial assistance mechanisms set out in Article 77(2) of Council Regulation (EC) No 1083/2006 of 11 July 2006 laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund as amended by Regulation (EU) No 1311/2011 of the European Parliament and of the Council , may contribute financial resources from operational programmes to the establishment of risk-sharing instruments providing loans or guarantees or other financial facilities, in support of projects and operations provided for under an operational programme.

David Angus: Honourable senators, given that we have with us today guests from the financial services sector in the U.K.; given that our friends to the south have recently begun a massive overhaul of legislation to reform their financial services regulation structure; given that the U.K., with its Financial Services Administration Act, has recently undertaken a complete overhaul of its financial services system; given that last fall the Standing Senate Committee on Banking, Trade and Commerce recommended, unanimously - following a similar such unanimous recommendation by the finance committee of the other place - that the government move with all due haste to modernize, streamline and, at the same time, strengthen Canada's financial services sector, especially in banking and insurance; and given that yesterday's announcement by the Canada bond rating agency recognized that the Canadian financial system, especially in banking, is weakening and not strengthening, can the Honourable Leader of the Government in the Senate please tell us when the government will introduce badly needed legislative changes to help to modernize, steamline and strengthen Canada's financial services sector?
