-La Commission fera procéder en 2004 à une étude sur les dispositifs existants dans l'Union afin de déterminer s'il convient d'élaborer un instrument juridique européen pour que les Etats membres soient équipés de systèmes nationaux d'enregistrement des comptes bancaires permettant d'identifier les titulaires de compte et de faciliter les investigations relatives à des comptes et des mouvements bancaires.
