In order to alleviate those problems and to speed up the implementation of operational programmes and projects, as well as to strengthen the economic recovery, it is necessary that the Member States, which have experienced or have been threatened with serious difficulties with respect to their financial stability and which have been granted financial assistance under one of the financial assistance mechanisms set out in Article 77(2) of Council Regulation (EC) No 1083/2006 of 11 July 2006 laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund as amended by Regulation (EU) No 1311/2011 of the European Parliament and of the Council , may contribute financial resources from operational programmes to the establishment of risk-sharing instruments providing loans or guarantees or other financial facilities, in support of projects and operations provided for under an operational programme.

Question No. 397 Ms. Kirsty Duncan: With respect to initiatives and programs run by the Department of National Defence (DND) and Veterans Affairs Canada (VAC) in relation to veterans’ health and welfare: (a) what are the issues affecting (i) Canada’s traditional war veteran population, (ii) Canadian Forces (CF) veterans; (b) for each group of veterans in (a), how many cases were there per identified issue, per year, over the last five years; (c) for each group of veterans in (a), what changes have occurred in the issues over the last five years; (d) for CF veterans, what key issues are anticipated following the withdrawal from Afghanistan in 2011, and for each anticipated issue, what are the (i) challenges, (ii) changes necessary to VAC, (iii) actions taken to date; (e) what recommendations, if any, have been made to improve the quality of life for veterans identified in (a) and what steps, if any, have been taken to address these recommendations; (f) what specific measures are being taken to ensure that VAC (i) responds quickly to emerging research, such as the possible link between combat and amyotrophic lateral sclerosis, and combat and dementia, (ii) implements research recommendations in a timely manner; (g) what are the categories of injuries sustained by the Canadian troops in Afghanistan; (h) what specific rehabilitation is provided for each injury category, by region; (i) what reviews of rehabilitation procedures have been undertaken, by date and region; (j) for each injury category identified in (g), what percentage of veterans are able to return to civilian work; (k) what specific measures are undertaken by region to help veterans normalize to civilian life; (l) what specific measures are used to ensure veterans returning from Afghanistan are informed of veterans' benefits; (m) what is the process for acquiring the help of a case manager; (n) what are the specific steps a veteran needs to take following a release or a medical release in order ...

Hon. W. David Angus: Honourable senators, given that we have with us today guests from the financial services sector in the U.K.; given that our friends to the south have recently begun a massive overhaul of legislation to reform their financial services regulation structure; given that the U.K., with its Financial Services Administration Act, has recently undertaken a complete overhaul of its financial services system; given that last fall the Standing Senate Committee on Banking, Trade and Commerce recommended, unanimously - following a similar such unanimous recommendation by the finance committee of the other place - that the government move with all due haste to modernize, streamline and, at the same time, strengthen Canada's financial services sector, especially in banking and insurance; and given that yesterday's announcement by the Canada bond rating agency recognized that the Canadian financial system, especially in banking, is weakening and not strengthening, can the Honourable Leader of the Government in the Senate please tell us when the government will introduce badly needed legislative changes to help to modernize, steamline and strengthen Canada's financial services sector?

David Angus: Honorables sénateurs, attendu que nous accueillons aujourd'hui des invités du secteur des services financiers du Royaume-Uni; attendu que nos voisins du sud ont récemment entrepris une vaste refonte législative afin de réorganiser la réglementation des services financiers; attendu que le Royaume-Uni a récemment entrepris, en vertu de sa loi sur l'administration des services financiers, une refonte complète de son système de services financiers; attendu que, l'automne dernier, le Comité sénatorial permanent des banques et du commerce a recommandé à l'unanimité - à la suite d'une recommandation similaire unanime du Comité des finances de l'autre endroit - que le gouvernement agisse rapidement pour moderniser, rationaliser et renforcer le secteur des services financiers du Canada, en particulier les banques et les assurances; et attendu que l'annonce faite hier par la Société canadienne d'évaluation du crédit reconnaît que le système financier canadien, en particulier le secteur bancaire, s'affaiblit; le leader du gouvernement au Sénat peut-il nous dire quand le gouvernement va déposer un projet de loi, dont nous avons un urgent besoin, pour moderniser, rationaliser et renforcer le secteur des services financiers au Canada?
