Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. If that proves to be the case, Commissioner, then you have our full support, my full support, as I think that you have the right and the duty to maintain this Commission initiative when one of the parties does not want this Directive to be revised, despite the fact that it is obvious that it needs to be done. It is necessary because the general interest is at stake.

The system of cross-compliance requires that those carrying out the checks have a full understanding of farming and are familiar with the different sectors of farming. Adequate training for those carrying out inspection of farmers' activities is vital. In addition, inspectors should have the discretion to take into account un-seasonal and sudden factors which mitigate against full compliance - due to no fault of the farmer.

These are, of course, years in which we are, in actual fact, involved in an incredibly exciting project aimed at developing an international democracy that is also supported by the people for, despite our having been cooperating for 50 years, we have of course to acknowledge, firstly, that we are only at the development phase and, secondly, that we still do not have full support and understanding for the project.

In a few weeks’ time, no Member of Parliament we will be able to have access to their budget line to pay their assistants if they have not first made an appropriate declaration to the parliamentary services – and I did my duty as an employer this afternoon. They will therefore not have access to their budget line until they have handed in a copy of all their contracts, in the prescribed form, together with proof that their assistants have full social cover and are well protected in the event of an occupational accident.
