Stephen Harper (Leader of the Opposition, CPC): Mr. Speaker, as a consequence of discussion in question period today, I wonder if there might not be unanimous consent for the following motion, seconded by the hon. member for Toronto Danforth, the leader of the NDP: “That, notwithstanding the Standing Orders or usual practices of the House, a minister of the Crown be permitted to table a bill without notice that implements the Atlantic accord; when such a bill is called for debate it be deemed read the second time and referred to a committee of the whole, deemed considered in committee of the whole, deemed reported without amendment, deemed concurred in at report stage, deemed read a third time and passed”.

Stephen Harper (chef de l'opposition, PCC): Monsieur le Président, par suite d'une discussion qui s'est tenue durant la période des questions d'aujourd'hui, je me demande s'il y a consentement unanime pour la motion suivante, qui a été appuyée par le député de Toronto—Danforth, le chef du NPD: « Que, nonobstant tout article du Règlement ou les pratiques habituelles de la Chambre, un ministre soit autorisé à présenter, sans préavis, un projet de loi mettant en oeuvre l'Accord atlantique; que, lorsqu'il sera mis à l'étude, le projet de loi, d'office, soit lu pour la deuxième fois et renvoyé au comité plénier, étudié en comité plénier et qu'il en soit fait rapport à la Chambre sans propositions d'amendement, qu'il soit agréé à l'étape du rapport, qu'il soit lu pour la troisième fois et adopté».
