One has to wonder how many of those victims were the victims of Robert Pickton in Vancouver's eastside, who included first nations women who were fleeing a situation where they were the victims of violence, fleeing a situation where they had no hope of adequate housing or no hope for the future.

Mr Stubb is right: this is one of the saddest debates that I have attended in this House, but I hope that tomorrow the result of the vote on this report will be one of the best moments that we experience, because this report, which is not only theirs but also belongs to the Committee on Constitutional Affairs, with 70 % support, firstly responds to what the Council has asked of this House; secondly applies the principle of degressive proportionality, thirdly, guarantees a representative Parliament, something that would have been impossible with the Treaty of Nice, partly because under this treaty, in an unjustifiable and unjustified way, some countries like Spain ended up with no proportional logic in terms of their representation.

Hopes that those responsible for the assassination of Benazir Bhutto are identified and held responsible as soon as possible; notes the worsening human rights situation in Pakistan throughout 2007, including in particular the threats to the independence of the judiciary and the freedom of the media; with that in mind, condemns the defamation campaign against Iftikhar Mohammad Choudhry, former Chief Justice of Pakistan, as well as the fact that he has been removed from office and placed under house arrest; calls on the Council and the Commission to support the movement for democracy started by the judiciary and the bar, particularly by extending invitations to some of their representatives, including Mr Choudhry; calls for the reinstitution of all deposed judges; notes the adoption of a new Country Strategy Paper for Pakistan and welcomes the mainstreaming of conflict prevention and human rights throughout that document; notes that the first meeting of the European Community-Pakistan Joint Commission was held in Islamabad on 24 May 2007 and stresses the need for human rights to be at the forefront of the agenda for all subsequent meetings;

– (ES) Mr President, Commissioner, ladies and gentlemen, I would like firstly, on behalf of my group, to welcome the 162 new Members of this House, and we hope that this first debate on freedom and security for citizens in the enlarged Europe and, for me, my last one as a Member of this House, will lead to some clear reflections, not only on the framework already created over more than 50 years of the European project, but also on the challenges facing us in this common future we have just begun.
- (ES) Monsieur le Président, Monsieur le Commissaire, Mesdames et Messieurs, au nom de mon groupe, je voudrais tout d’abord souhaiter la bienvenue aux 162 nouveaux membres de cette Assemblée. Nous espérons que ce premier débat sur la liberté et la sécurité des citoyens dans l’Europe élargie - en ce qui me concerne, le dernier en tant que député de cette Assemblée - aboutira à quelques réflexions claires, non seulement sur le cadre déjà créé depuis plus de 50 ans de projet européen, mais aussi sur les défis qui nous attendent dans cet avenir commun qui s’ouvre devant nous.

Once the vote has been confirmed by the House, which I hope it will be, and once consensus has been achieved, we will still have some work to do.

Of course we will send the results of this study to this House and I hope that those of you who have expressed more reservations about the programme will find that it provides better explanation and greater confidence and that we will therefore have greater support – I know that it is supported by the majority of this House, but also that some of you have expressed significant reticence, if not opposition.

As an alternative to placing on Mr. Speaker the burden of finding there was perhaps a contempt, perhaps it would be appropriate—I offer this to colleagues in the House in the hope that it may be viable—to unanimously agree that the issue is one that has been brought to the attention of the House, is of concern to members of the House, and we would ask the Clerk to refer the matter to the Canadian Judicial Council for comment, if any.
