Definition: The common themes that are shared by dissociative or conversion disorders are a partial or complete loss of the normal integration between memories of the past, awareness of identity and immediate sensations, and control of bodily movements. All types of dissociative disorders tend to remit after a few weeks or months, particularly if their onset is associated with a traumatic life event. More chronic disorders, particularly paralyses and anaesthesias, may develop if the onset is associated with insoluble problems or interpersonal difficulties. These disorders have previously been classified as various types of conversion hysteria . They are presumed to be psychogenic in origin, being associated closely in time with traumatic events, insoluble and intolerable problems, or disturbed relationships. The symptoms often represent the patient's concept of how a physical illness would be manifest. Medical examination and investigation do not reveal the presence of any known physical or neurological disorder. In addition, there is evidence that the loss of function is an expression of emotional conflicts or needs. The symptoms may develop in close relationship to psychological stress, and often appear suddenly. Only disorders of physical functions normally under voluntary control and loss of sensations are included here. Disorders involving pain and other complex physical sensations mediated by the autonomic nervous system are classified under somatization disorder (F45.0). These include identifying how the annual maintenance cost of Galileo, which is estimated at EUR 800 million, will be financed once it has become operational; the possible data protection risks associated with using global navigation satellite system applications and services; and the pressing need to find additional funding to ensure that operations involving the European Geostationary Navigation Overlay Service (EGNOS) and Galileo are soon successful.

We have a group of experts tasked with facilitating this exchange of good practice; we have begun a study to check how things are going and, at the end of 2011, we will organise a conference on the practical operation of the points of single contact, in the same spirit as the forum on the single market that I would like to organise – this was a suggestion made by Mrs von Thun und Hohenstein and Mr Harbour. It will be an annual single-market forum enabling us to take an approach that is more human, more practical, more citizen-based and closer to this market, with businesses and with professional organisations or trade unions.

As in all these agreements and protocols, there is obviously a financial contribution which is paid for the right to fish, and which is round EUR 300-305 million over four years, at the rate of EUR 70 or 80 million a year. When the annual report is published, it is not yet clear how many involve actual fraud and how many are only 'irregularities', but in any case it must be assumed that losses have been incurred by the Community budget which in many cases must be offset by additional contributions, at the European taxpayer's expense.
Au moment de la publication des rapports annuels, on ne sait pas encore de manière définitive où sont les fraudes et où sont les simples "irrégularités".
