This is the case, inter alia, for democracy support, which is going to be mainstreamed across a number of objectives; for Economic, Social and Cultural rights; for addressing violation of human rights and international humanitarian law in crises and conflicts; for fighting discrimination, particularly against women, children, persons with disabilities and LGBTI but also against members of religious minorities; for fighting torture and ill-treatment and for increasing the coherence of EU policies from a Human Rights point of view.

This Communication focuses on EU policy on the return of irregular migrants, which — together with efficient border management, effective sanctions against employers of irregularly staying third-country nationals, and the fight against smuggling and trafficking of human beings — is an important tool for facing the challenge of irregular migration, while fully ensuring respect for the fundamental rights and dignity of the individuals concerned, in line with the EU Charter of Fundamental Rights, the European Convention on Human Rights and all other relevant international human rights conventions.
La présente communication est axée sur la politique de l’Union européenne relative au retour des migrants en situation irrégulière, qui — associée à une gestion efficace des frontières, à des sanctions efficaces à l’encontre des employeurs de ressortissants de pays tiers en séjour irrégulier ainsi qu'à la lutte contre le trafic de migrants et la traite des êtres humains — est un instrument important dans la lutte contre l'immigration clandestine, qui garantit pleinement le respect des droits fondamentaux et de la dignité des personnes concernées, conformément à la charte des droits fondamentaux de l'Union européenne, à la convention européenne des droits de l’homme et à toutes les autres conventions internationales pertinentes en matière de droits de l’homme.

2. The right to equality before the law and protection against discrimination for all persons constitutes a universal right recognised by the Universal Declaration of Human Rights, the United Nations Convention on the Elimination of all forms of Discrimination Against Women, the International Convention on the Elimination of all forms of Racial Discrimination, the United Nations Covenants on Civil and Political Rights and on Economic, Social and Cultural Rights, the UN Convention on the Rights of Persons with Disabilities, the European Convention for the Protection of Human Rights and Fundamental Freedoms and the European Social Charter, to which [all] Member States are signatories.
2. As a follow-up to the last year’s Human Rights Dialogue, the Armenian delegation informed about the human rights situation in Armenia, in particular regarding the national human rights legislation and its enforcement, the functioning of the judicial system, the freedom of association and assembly, the freedom of expression and the media, elections and electoral framework, the freedom of thought and religion, the rights of prisoners, including fight against torture and cruel, inhuman and degrading treatment and the cooperation between Armenia and EU in international fora, particularly within the United Nations, OSCE, and Council of Europe for the promotion of human rights.

The previous Forums have focused on thematic human rights policy issues, such as violence against children (2009), discrimination against women (2008) and economic, social and cultural rights (2007).
