Calls on the Russian authorities to ensure respect for human rights and fundamental freedoms in all circumstances in accordance with the Universal Declaration of Human Rights and the international and regional human rights instruments ratified by the Russian Federation, and to respect the right of all citizens to exercise their fundamental freedoms and universal human rights; calls on the Russian authorities to comply with the provisions of the Declaration of the Council of Europe’s Committee of Ministers on Council of Europe action to improve the protection of human rights defenders and promote their activities;
8. appelle les autorités russes à garantir en toute circonstance le respect des droits de l'homme et des libertés fondamentales conformément à la déclaration universelle des droits de l'homme et aux instruments internationaux et régionaux relatifs aux droits de l'homme ratifiés par la Fédération de Russie, et à respecter le droit de tous les citoyens à faire valoir leurs droits universels et leurs libertés fondamentales; appelle les autorités russes à se conformer aux dispositions de la déclaration du comité des ministres du Conseil de l'Europe relative à une action tendant à améliorer la protection des défenseurs des droits de l'homme et à promouvoir leurs activités;

46. Strongly supports the implementation of the UN Guiding Principles on Business and Human Rights; calls on the EU and its Member States to take an active role in the 7th session of the UN Working Group on the issue of human rights and transnational corporations and other business enterprises and to support efforts to align their policies with the OECD Guidelines for Multinational Enterprises and with the UN Guiding Principles on Business and Human rights; reiterates its request to the European Commission to report by the end of 2014 on implementation of the UN Guiding Principles on Business and Human Rights by the EU Member States; notes the emerging initiative to call for a legally binding international instrument on business and human rights to be concluded within the UN system;

Calls on the Philippines, as one of the countries having been granted GSP+ status by the EU, to ensure effective implementation of all the core international conventions relating to human and labour rights, the environment and good governance, as listed in Annex VIII to Regulation (EU) No 978/2012; recognises that the Philippines have strengthened their human rights legislation; calls on the Philippines to continue fostering further progress in the promotion of human rights, including the publication of the National Action Plan for Human Rights, as well as in the elimination of corruption; expresses particular concern with regard to the repression faced by activists who are peacefully campaigning to protect their ancestral lands from the impact of mining and deforestation; recalls that under the GSP+ beneficiaries will have to prove that they are implementing their obligations concerning human rights, labour, environmental and governance standards.

35. Welcomes the European Union's support for initiatives at the United Nations and in other international fora encouraging the decriminalisation of homosexuality; calls for the European Union's continued support in favour of initiatives condemning human rights breaches in relation to sexual orientation and gender identity in all international fora, in coordination with like-minded states; points out that the policy of most countries of the world, including those in the EU, discriminates against lesbians, homosexuals, bisexuals and transsexuals and transgenders and goes against human rights; calls therefore on the Member States and the EU to remedy matters and guarantee equal access to healthcare and treatment, including surgical treatment, for these individuals; calls on the EU and Member States to give particular attention, through their admissions policy for example, to third-country nationals who are the victims of discrimination because of their sexual orientation and gender;
35. se félicite du soutien de l'Union européenne en faveur des initiatives des Nations unies et d'autres enceintes internationales pour encourager la dépénalisation de l'homosexualité; invite l'Union à maintenir le soutien qu'elle apporte aux initiatives condamnant les violations des droits de l'homme en raison de l'orientation sexuelle et de l'identité de genre dans toutes les enceintes internationales, en coordination avec les États qui promeuvent également ces initiatives; souligne que la politique de la plupart des pays dans le monde, y compris dans l'Union, à l'encontre des lesbiennes, des homosexuels, des bisexuels et des transsexuels et transgenre est discriminatoire et va à l'encontre des droits de l'homme; demande par conséquent aux États membres et à l'Union de remédier à cette situation et de garantir un accès égal à la santé et aux soins, y compris opératoires, pour ces personnes; demande à l'Union et aux États membres d'accorder une attention toute particulière, notamment par une politique d'accueil, aux ressortissants de pays tiers victimes de discrimination basée sur l'orientation sexuelle et le sexe;

6. Points out that one of the main goals of Euro-Mediterranean policy is to promote the rule of law, democracy, respect for human rights and political pluralism and considers, in this regard, that the Euro-Mediterranean partnership has not yet produced the expected results in the area of human rights; calls, therefore, on the Council and Commission to clearly enshrine the promotion of human rights and democracy in the objectives of this new initiative and to further strengthen the implementation of existing mechanisms, such as the human rights clause included in the association agreements (also involving the incorporation of a mechanism implementing this clause in the new generation of agreements), the ENP bilateral Action Plans and the new subcommittees on human rights; calls, furthermore, for the setting-up of a Euro-Mediterranean Court of Human Rights to give all the citizens of the countries which signed the Barcelona Declaration the possibility of lodging complaints concerning human rights violations;
6. rappelle qu'un des grands objectifs de la politique euroméditerranéenne consiste à promouvoir l'état de droit, la démocratie, le respect des droits de l'homme et le pluralisme politique et considère que le partenariat euroméditerranéen n'a pas atteint les résultats escomptés dans le domaine des droits de l'homme; demande par conséquent au Conseil et à la Commission d'inscrire clairement la promotion des droits de l'homme et de la démocratie dans les objectifs de la nouvelle initiative et de renforcer la mise en œuvre des mécanismes existants tels que la clause relative aux droits de l'homme des accords d'association et à mettre en place un mécanisme d'application de cette clause dans les accords de la nouvelle génération, les plans d'action bilatéraux PEV et les sous-commissions relatives aux droits de l'homme; demande en outre la mise sur pied d'une Cour euroméditerranéenne des droits de l'homme offrant aux citoyens des pays qui ont signé la déclaration de Barcelone la possibilité d'introduire une plainte en cas de violation des droits de l'homme;

In its Resolution on Torture and other Cruel, Inhuman or Degrading Treatment or Punishment, adopted on 25 April 2001 and supported by the EU Member States, the United Nations Commission on Human Rights called upon United Nations Members to take appropriate steps, including legislative measures, to prevent and prohibit, inter alia, the export of equipment which is specifically designed to inflict torture or other cruel, inhuman or degrading treatment or punishment.
