Commends the EU for its support for the development of UN Guiding Principles on Business and Human Rights and their unanimous adoption in the Human Rights Council; welcomes the inaugural meeting of the Working Group on Business and Human Rights held on 16 – 20 January 2012, and calls for the EU to further support and contribute to the mandate of this body; stresses the crucial role of the national human rights institutions and the cooperation of those bodies in the EU and Neighbourhood Countries in taking forward the implementation of the UN Guiding Principles on Business and Human Rights as recognised in, among other places, UN Human Rights Council Resolution 17/4; welcomes initiatives aimed at transferring good practice, coordinating and animating cooperation between the EU and Neighbourhood national human rights institutions, such as the programme for cooperation between Ombudsmen from Eastern Partnership countries 2009-2013 that was jointly set up by the Polish and French Ombudsmen with a view to enhancing the capacity of Ombudsmen's offices, government bodies and non-governmental organisations in Eastern Partnership countries to protect individual rights and build democratic states based on the rule of law; stresses the need for such action to be coordinated within the EU and for the EU institutions to draw on the experience gained in connection therewith;

With regard to the recent shooting mentioned by Mr Czarnecki, I would like to inform you that this matter was formally taken up by the European Union during the last session of the EU-China Dialogue on human rights held in Beijing in October 2006 and via the subsequent follow-up démarche in December 2006. On both occasions, the EU urged the Chinese authorities to undertake a thorough investigation of this incident and refuted the Chinese claim that the shooting had been done in self-defence.
En ce qui concerne la récente fusillade mentionnée par M. Recognises attempts by the Council and the Commission to organise a second round of the European Union-Uzbekistan dialogue on human rights in May 2008 and commends the Commission on its efforts to organise a civil society seminar on media expression in the margins of the dialogue, possibly in Tashkent; points out once again that the holding of a dialogue on human rights and experts' meetings on the 2005 Andijan massacre do not in themselves constitute progress and cannot be used as a reason for the lifting of sanctions; notes that the absence of an independent international inquiry into the Andijan massacre and the lack of any improvement in the human rights situation in Uzbekistan — these being the conditions laid down by the European Union for the lifting of sanctions — have logically led to the sanctions against Uzbekistan being extended; welcomes the fact that the conclusions of the General Affairs and External Relations Council of 15-16 October 2007 have introduced specific conditions which have to be met within a period of six months in order for the visa restriction suspension to be maintained; invites the Council and the Commission to carry out a serious assessment of the impact of the decision to suspend for six months some of the visa restrictions that form part of the European Union sanctions against Uzbekistan, and to review the overall human rights situation in the country; deplores the fact that Uzbekistan has so far failed to deliver any progress in any of these respects; pays tribute to the work done by its Subcommittee on Human Rights in closely monitoring the human rights situation every six months so as to provide the Council with regular parliamentary assessments and recommendations as regards the EU policy to be adopted in this matter; is appalled by the presidential election held on 23 December 2007 in Uzbekistan, which according to the ODIHR was ‘held in a strictly controlled political environment, leaving no room for real opposition, a ...
reconnaît les tentatives du Conseil et de la Commission pour organiser en mai 2008 un second cycle dans le dialogue UE-Ouzbékistan sur les Droits de l'homme et félicite la Commission de ses efforts visant à organiser, éventuellement à Tachkent, en marge de ce dialogue, un séminaire de la société civile sur l'expression des médias; fait une nouvelle fois remarquer que le fait d'accepter un dialogue sur les Droits de l'homme et des réunions d'experts sur le massacre d'Andijan en 2005 ne constitue pas en soi un progrès et ne peut être invoqué comme raison de lever des sanctions; constate que l'absence d'une enquête internationale indépendante sur le massacre d'Andijan et l'absence de toute amélioration de la situation des Droits de l'homme en Ouzbékistan — conditions mises par l'Union à l'allègement des sanctions — ont logiquement conduit à la prorogation des sanctions contre ce pays; se félicite que les conclusions du Conseil «Affaires générales et Relations extérieures» des 15 et 16 octobre 2007 introduisent des conditions particulières qui devront être satisfaites dans un délai de six mois pour que la suspension des restrictions sur les visas soit maintenue; invite le Conseil et la Commission à mener à bien une évaluation rigoureuse de l'effet de la décision de suspendre pour une période de six mois certaines des restrictions de visas qui font partie des sanctions de l'Union envers l'Ouzbékistan et de passer en revue l'ensemble de la situation en matière de Droits de l'homme dans ce pays; regrette que l'Ouzbékistan ait échoué jusqu'à présent à accomplir le moindre progrès sur chacune de ces questions; rend hommage au travail accompli par sa sous-commission «Droits de l'homme» qui surveille étroitement, tous les six mois, la situation des Droits de l'homme de façon à fournir régulièrement au Conseil des évaluations et des recommandations parlementaires sur la politique que l'Union doit suivre en la matière; est consterné par les élections présidentielles du 23 ...

Hopes that those responsible for the assassination of Benazir Bhutto are identified and held responsible as soon as possible; notes the worsening human rights situation in Pakistan throughout 2007, including in particular the threats to the independence of the judiciary and the freedom of the media; with that in mind, condemns the defamation campaign against Iftikhar Mohammad Choudhry, former Chief Justice of Pakistan, as well as the fact that he has been removed from office and placed under house arrest; calls on the Council and the Commission to support the movement for democracy started by the judiciary and the bar, particularly by extending invitations to some of their representatives, including Mr Choudhry; calls for the reinstitution of all deposed judges; notes the adoption of a new Country Strategy Paper for Pakistan and welcomes the mainstreaming of conflict prevention and human rights throughout that document; notes that the first meeting of the European Community-Pakistan Joint Commission was held in Islamabad on 24 May 2007 and stresses the need for human rights to be at the forefront of the agenda for all subsequent meetings;

Welcomes the European Union NGO Human Rights Forum organised by the Portuguese Presidency and the Commission and held in Lisbon in December 2007 on the topic of economic, social and cultural rights; endorses the recommendations of the Forum, which reaffirmed the indivisibility and universality of human rights and succeeded in linking the external and internal aspects of European Union policies; encourages the Council and the Commission, therefore, to strengthen the current Sustainability Impact Assessment carried out by the Commission's DG Trade through an adequate human rights impact assessment;
se félicite de l'organisation par la présidence portugaise et la Commission à Lisbonne, en décembre 2007, d'un forum réunissant l'Union et les ONG de défense des Droits de l'homme autour des droits économiques, sociaux et culturels; souscrit aux recommandations de ce forum, qui a réaffirmé l'indivisibilité et l'universalité des Droits de l'homme et est parvenu à faire le lien entre les volets externe et interne des politiques de l'Union; encourage par conséquent le Conseil et la Commission à renforcer l'actuelle étude d'impact sur la durabilité, mise en œuvre par la DG Commerce de la Commission, au moyen d'une analyse d'impact appropriée sur les Droits de l'homme;

whereas the Universal Declaration of Human Rights states that the right to elect freely chosen representatives in secret, in periodically held genuine elections, on the basis of universal and equal suffrage, is one that all citizens should enjoy, that right being also enshrined in all other main international and regional human rights instruments as well as being an essential element of true democracy, to which the EU is committed in its Treaties,
