IN-CONTEXT TRANSLATIONS

By Decision of the European Parliament and of the Council (the IDABC Decision)[1] the five year programme on interoperable delivery of pan-European e-Government services to public administrations, businesses and citizens (the IDABC programme) was launched on 1 January 2005 as follow-on to the IDA and IDA II programmes.
INSTITUÉ PAR UNE DÉCISION DU PARLEMENT EUROPÉEN ET DU CONSEIL (CI-APRÈS «LA DÉCISION IDABC») [1] afin de succéder aux programmes IDA et IDA II, le programme quinquennal relatif à la fourniture interopérable de services paneuropéens d’administration en ligne aux administrations publiques, aux entreprises et aux citoyens («programme IDABC») a démarré le 1er janvier 2005.

1.3.3. The results of the IDA II mid-term evaluation are presented in this Report. These results will be used to enhance the implementation of the programme and serve as an input for the future Commission proposal for post-IDA II activities after 31 December 2004, the expire date of the IDA II Programme. This proposal will also be based on the context provided by the e-Europe 2005 action plan, in which IDA plays a key role in particular in relation to e-Government, as well as the results of the online consultation on "Pan-European e-Government services for citizens and enterprises: The role for IDA" and the outcome of the related conference of 19-20 September 2002.
1.3.3. Le présent rapport résume les résultats de l'évaluation à mi-parcours d'IDA II. Ces résultats doivent permettre d'améliorer la mise en oeuvre du programme et seront pris comme base pour la future proposition de la Commission concernant les activités postérieures à IDA II, qui commenceront à partir du 31 décembre 2004, date de fin d'exécution du programme IDA II. Cette proposition s'appuiera également sur le cadre offert par le plan d'action eEurope 2005, dans lequel IDA joue un rôle central, notamment en relation avec le gouvernement électronique, ainsi que sur les résultats de la consultation en ligne "Les services administratifs électroniques paneuropéens destinés aux citoyens et aux entreprises: le rôle d'IDA" et les résultats de la conférence associée des 19 et 20 septembre 2002.

3.6. Based on the mid-term evaluation and the experience gathered during four years of the IDA II programme, as well as the context provided by the e-Europe 2005 action plan and the results of the online consultation process/outcome of the IDA Conference, this Report will serve as an input for the future Commission proposal for post-IDA II activities after 31 December 2004, the expire date of the IDA II Programme.
3.6. Sur la base de l'évaluation à mi-parcours et de l'expérience acquise au cours des quatre années du programme IDA II, ainsi que du cadre offert par le plan d'action eEurope 2005, les résultats du processus de consultation en ligne et les conclusions de la conférence IDA, le présent rapport sera la base de la future proposition de la Commission concernant les activités postérieures à IDA II, qui commenceront à partir du 31 décembre 2004, date de fin d'exécution du programme IDA II.

The section of the IDA work programme concerning the implementation of this Decision, which the Commission shall draw up for its entire duration and which shall be reviewed at least twice a year, shall be approved, based on its compliance with the relevant provisions of Articles 3 to 10, in accordance with the procedure referred to in Article 12.
"(2) La partie du programme de travail IDA concernant la mise en œuvre de la présente décision, que la Commission élabore pour sa durée entière et qui doit être réexaminée au moins deux fois par an, est approuvée conformément aux dispositions pertinentes des articles 3 à 10 selon la procédure prévue à l'article 12.

2. The procedure referred to in Article 8(2) shall apply in respect of the approval, on the basis of compliance with the priorities established in Article 4 and the principles laid down in Article 5, of the section of the IDA work programme concerning the implementation of this Decision, which the Commission shall draw up at yearly intervals and which may be reviewed during the year of reference.
(2). La procédure prévue à l'article 8, paragraphe 2, s'applique en ce qui concerne l'approbation, sur la base du respect des priorités fixées à l'article 4 et des principes visés à l'article 5 de la partie du programme de travail IDA concernant la mise en œuvre de la présente décision, que la Commission élabore tous les ans et qui peut être révisée au cours de l'année de référence.

(6 ) For reasons of legal certainty, it is appropriate to make express provision for the possibility of reviewing the section of the IDA work programme concerning the implementation of Decision No 1719/1999/EC during the year of reference.
(6) Pour des raisons de sécurité juridique, il faudrait prévoir expressément la possibilité d'effectuer une révision de la partie du programme de travail IDA relative à la mise en œuvre de la décision n° 1719/1999/CE au cours de la période de référence.

For both proposals, three types of amendments can be distinguished: the first type stems from changes in legal and political obligations and concerns an adaptation of commitology and the extension of the IDA II programme to Malta and Turkey, as well as providing the possibility for candidate countries and non-member countries to use, at their own costs and under certain conditions, IDA generic services.
En ce qui concerne les deux propositions, il convient de distinguer trois types de modifications: le premier découle des modifications apportées aux obligations juridiques et politiques et porte sur une adaptation de la procédure de comité et sur l'extension du programme IDA II à Malte et à la Turquie; il vise, en outre, à donner la possibilité aux pays candidats et aux pays tiers d'utiliser, à leurs frais et sous certaines conditions, les services génériques IDA.

The intended grants will be specified in the IDA work programme for each IDA project or network concerned and for the current budgetary year, in terms of their maximum allowable value, the expected benefits to IDA projects and networks, the objectives to be achieved, the beneficiary administrations in the Member States and the tasks to be financed by means of such grants.

For the purpose of establishing the IDA work programme, and in the allocation of Community financial resources to IDA projects, priority shall be given to those projects which enhance the economic viability of public administrations, European Community institutions, Member States and the regions, and which, by means of the establishment or enhancement of a sectoral network:
