The EU should promote, within the ILO, the reinforcement of the effectiveness of ILO supervision, including better publicity, more effective follow-up and more widespread use of the findings of the ILO supervisory mechanism throughout the international system.

La communication préconise un meilleur équilibre du système mondial de gouvernance à la fois par un renforcement et une application plus efficace des instruments de l'OIT et par l'intensification des efforts communs menés par les organisations internationales. Au sein de l'OIT, il s'agira de définir des mesures en vue d'accroître l'efficacité du contrôle, notamment par une meilleure publicité et un suivi plus performant, et de débattre, d'une part, d'un nouveau mécanisme d'encouragement destiné à promouvoir le respect des normes fondamentales du travail et, d'autre part, d'une contribution plus importante à l'assistance technique de l'OIT. La communication propose aussi de mettre en place un dialogue international de haut niveau auquel participeraient des organisations internationales - l'OIT, l'Organisation mondiale du commerce et des organisations qui se consacrent au développement comme la Conférence des Nations unies pour le commerce et le développement (CNUCED), la Banque mondiale et le Programme des Nations unies pour le développement (PNUD).
