When determining the volumes to be auctioned in 2011 and 2012, due account should be taken of factors determining demand for and supply of allowances, notably hedging needs for compliance in the early years of the third trading period in particular from the power sector; the volume of allowances valid for the second trading period not needed for compliance in the said trading period and which is held largely by the industrial sectors; the share of those allowances that has been and is likely to be sold on the market in the second trading period; the volume of certified emission reductions and emission reduction units stemming from emission reduction projects under the Clean Development Mechanism or under Joint Implementation provisions available for hedging or for surrendering by operators covered by the Union Emissions Trading Scheme; and the monetisation of allowances from the new entrant reserve for the third trading period for support of demonstration projects of carbon capture and sequestration and innovative renewable energy technologies (NER300) pursuant to Commission Decision 2010/670/EU of 3 November 2010 laying down criteria and measures for the financing of commercial demonstration projects that aim at the environmentally safe capture and geological storage of CO as well as demonstration projects of innovative renewable energy technologies under the scheme for greenhouse gas emission allowance trading within the Community established by Directive 2003/87/EC of the European Parliament and of the Council .
Il convient, lors de la détermination des volumes à mettre aux enchères en 2011 et 2012, de tenir dûment compte des facteurs influant sur la demande et l’offre de quotas, notamment les nécessités de couverture aux fins du respect des obligations au cours des premières années de la troisième période d’échanges, en particulier pour le secteur de l’électricité, du volume des quotas valables pour la deuxième période d’échanges qui ne sont pas nécessaires aux fins du respect des obligations durant ladite période d’échanges et qui sont détenus essentiellement par les secteurs industriels, de la part de ces quotas qui a été ou est susceptible d’être vendue sur le marché durant la deuxième période d’échanges, du volume des réductions certifiées d’émissions et des unités de réduction des émissions issues de projets de réduction des émissions menés dans le cadre du mécanisme de développement propre ou de la mise en œuvre conjointe qui peuvent être utilisées à des fins de couverture ou de restitution par les exploitants relevant du système d’échange de quotas d’émission de l’Union, de même que de la monétisation des quotas de la réserve pour les nouveaux entrants pour la troisième période d’échanges afin de soutenir des projets de démonstration de captage et de stockage du carbone et de technologies innovantes faisant appel aux énergies renouvelables (initiative NER300) conformément à la décision 2010/670/UE de la Commission du 3 novembre 2010 établissant les critères et les mesures pour le financement de projets commerciaux de démonstration axés sur le captage et le stockage géologique du CO sans danger pour l’environnement, ainsi que de projets de démonstration de technologies innovantes liées aux énergies renouvelables, dans le cadre du système d’échange de quotas d’émission de gaz à effet de serre dans la Communauté établi par la directive 2003/87/CE du Parlement européen et du Conseil .

The sectors to which we, the Commission and Parliament, had, in 2003, held out the hope of a reduced VAT rate – the hotel and catering industry, the building industry, but also laundries and garden maintenance businesses – all these sectors remain wanting. The Council is not saying ‘yes’ and it is not saying ‘no’; the Council is taking no decisions and is absent from this Chamber.

This is my position exactly, because I am disappointed with the degree of conformism that I discerned in the prevailing Council positions and because I am convinced that it is absolutely crucial to push forward with the positions held by the industry in this field, in order to achieve a balanced weighting of the values involved.
