Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). It is necessary to modernise Community legislation on transnational information and consultation of employees with a view to ensuring the effectiveness of employees’ transnational information and consultation rights, increasing the proportion of European Works Councils established while enabling the continuous functioning of existing agreements, resolving the problems encountered in the practical application of Directive 94/45/EC and remedying the lack of legal certainty resulting from some of its provisions or the absence of certain provisions, and ensuring that Community legislative instruments on information and consultation of employees are better linked.
Il s’avère nécessaire de moderniser la législation communautaire en matière d’information et de consultation transnationale des travailleurs, dans le but d’assurer l’effectivité des droits d’information et de consultation transnationale des travailleurs, d’accroître la proportion de comités d’entreprise européens établis, tout en permettant le fonctionnement continu des accords en vigueur, de résoudre les problèmes constatés dans l’application pratique de la directive 94/45/CE et de remédier à l’insécurité juridique qui découle de certaines de ses dispositions ou de leur absence, et d’assurer une meilleure articulation des instruments législatifs communautaires en matière d’information et de consultation des travailleurs.

The disclosure of information to and the consultation of representatives of the employees of the offeror and the offeree company should be governed by the relevant national provisions, in particular those adopted pursuant to Council Directive 94/45/EC of 22 September 1994 on the establishment of a European Works Council or a procedure in Community-scale undertakings and Community-scale groups of undertakings for the purposes of informing and consulting employees (4), Council Directive 98/59/EC of 20 July 1998 on the approximation of the laws of the Member States relating to collective redundancies (5), Council Directive 2001/86/EC of 8 October 2001 supplementing the statute for a European Company with regard to the involvement of employees (6) and Directive 2002/14/EC of the European Parliament and of the Council of 11 March 2002 establishing a general framework for informing and consulting employees in the European Community — Joint declaration of the European Parliament, the Council and the Commission on employee representation (7).

Without prejudice to national and Community provisions on information and consultation which are more stringent and/or more specific and, in particular, Directive 2002/14/EC of the European Parliament and of the Council of 11 March 2002 establishing a general framework for informing and consulting employees in the European Community (7), the user undertaking must provide suitable information on the use of temporary agency workers when providing information on the employment situation in that undertaking to bodies representing workers set up in accordance with national and Community legislation.
Sans préjudice des dispositions nationales et communautaires relatives à l’information et à la consultation, plus contraignantes ou plus spécifiques, et notamment de la directive 2002/14/CE du Parlement européen et du Conseil du 11 mars 2002 établissant un cadre général relatif à l’information et la consultation des travailleurs dans la Communauté européenne (7), l’entreprise utilisatrice doit fournir des informations appropriées sur le recours aux travailleurs intérimaires en son sein lors de la transmission d’informations sur la situation de l’emploi dans l’entreprise aux instances représentatives des travailleurs instituées conformément à la législation communautaire et nationale.
