Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). In the case of offshore wind energy, the list should contain projects that can be considered, on the basis of information gathered from stakeholders in the framework of the European Wind Energy Technology Platform, and from industrial and other sources, to be approved and ready for implementation; to be innovative, while building on well established concepts; to be capable of acceleration in response to a financial stimulus; to have a cross-border significance; to be of a large scale; and to be able to demonstrate how the results of technological advances will be disseminated effectively in the light of the objectives and structures endorsed by the Strategic Energy Technology Plan for Europe.

Amongst the numerous obstacles preventing them from adopting the new information technologies, attention should be drawn to national regulations which are often unsuitable, non-harmonised standards and technologies, a serious lack of staff (in SMEs) with sufficient skills and, finally, the fact that access to new information and communication technologies is often too costly for SMEs.
Parmi les nombreux obstacles, qui les empêchent d'adopter les nouvelles technologies de l'information, il convient de citer des réglementations nationales souvent inadéquates, des normes et des technologies non harmonisées, un manque important de main d'œuvre suffisamment qualifiée (de la part des PME) et enfin un accès aux nouvelles technologies de l'information et de la communication souvent trop onéreux pour les PME .
