Welcomes the Joint Communication on capacity-building and joins the Council in calling for its urgent implementation; points to the EU’s potential, particularly through its comprehensive approach covering civilian and military means, to help strengthen security in fragile and conflict-affected countries and to address the needs of our partners, in particular for military recipients, while reiterating that security is a precondition for development and democracy; regrets that neither the European Commission nor the Council shared with the European Parliament their assessment of the legal options in support of capacity building; calls on both institutions to inform the European Parliament on this in due time; calls on the European Commission to suggest a legal base in line with the original European objectives of 2013 outlined in the initiative on ‘Enable and Enhance’.

LIFT (Livelihoods and Food Security Trust Fund) is a multi-donor trust fund improving the lives and prospects of smallholder farmers and landless people in rural Myanmar; 'STEP Democracy' supports Myanmar's diverse political and civil actors to seize historic opportunities to explore options to build inclusive, democratic institutions and appeal to the active, informed participation of society; 'My Justice' improves access to justice and legal aid for the poor and vulnerable, develops legal capacity of justice sector professionals and strengthens selected rule of law institutions to better fulfil their mandates; The 'Joint Peace Fund' supports nationally-led efforts to achieve a lasting settlement of ethnic armed conflict in Myanmar; 'SMART Myanmar': actively promotes sustainable consumption and production of garments “Made in Myanmar”, a concept with emphasis on resource efficiency and social responsibility.

Regrets that it is still difficult for citizens to gain access to information held by EU institutions, the reason being that there is no common approach among the institutions geared to facilitate access to documents for citizens and based on complete transparency, communication and direct democracy; urges the EU institutions, bodies, offices and agencies to develop further a more proactive approach on transparency by proactively disclosing as many of their documents as possible, in the most simple, user-friendly and accessible way, by having documents translated upon request into other EU official languages, and by establishing proper, simple and inexpensive information access arrangements, including by digital and electronic means, allowing for the needs of people with disabilities; considers, in particular, that the accessibility of information should be improved on by means of easy-to-use interfaces and search systems; calls for the development of a common access point to the portals of the three institutions, building on the pilot project for the online platform for the proactive publication of EU institutions documents, and for harmonising search portals between departments of the same institution (including Directorates-General in the Commission); calls, as well, on the institutions to continue and strengthen the work of expanding knowledge of EU legislation and policies; believes that, to that end, the EU should make full use of the potential offered by new technologies (social networks, smartphone applications, etc.) in order to ensure complete and easy access to information.

22. Recognises Georgia’s determination and achievements in building a free society based on the rule of law, democracy and social pluralism; draws attention to the strong support for this process within Georgian society; highlights the importance of anti-discrimination legislation in securing equal rights and protection for all minorities, in particular for ethnic, religious and LGBT minorities; welcomes the adoption of the law on anti-discrimination by the Georgian Parliament, and calls for the full observation and implementation thereof in the letter and spirit of EU legislation and the Charter of Fundamental Rights of the European Union; notes that this is an important step in the visa liberalisation process; encourages the Georgian authorities to conduct information campaigns on the subject;

Considers that equitable participation of women in politics and government is essential to building and sustaining democracy; stresses, therefore, that EU programmes in the field of human rights and democratisation should consider, as a priority, the engagement and build-up of capacities of women in legislatures, political parties and civil society as leaders, activists and informed citizens; takes the view that the EU must continue to support and encourage women to run for political office and participate meaningfully in every facet of civic and political life; points out that the full participation of women in politics is not limited to statistical objectives regarding the number of candidates and elected officials, and that ensuring gender equality entails both taking the problems of women’s rights into consideration in policymaking and ensuring the free and effective participation of women in all aspects of public, political and economic life;

Considers that since the ‘Arab Spring‘ began, in-country NGOs and organised citizens have been playing a critical role in mobilising people and promoting their participation in public life, with the aim of informing people of their rights and empowering them to understand and embrace democracy; stresses that political priorities for future reforms will need to stem from participatory consultations with in-country NGOs and civil rights advocates; stresses the need to support democratic movements in the Eastern Neighbourhood, too; and welcomes the new approach to the ENP aimed at providing greater support for partners engaged in building deep and sustainable democracy and support for inclusive economic development, as well as strengthening the two regional dimensions of the European Neighbourhood Policy;
60. estime que, depuis que le "printemps arabe" a commencé, les ONG présentes sur le terrain et les citoyens organisés jouent un rôle essentiel dans la mobilisation des populations et l'encouragement à participer à la vie publique, pour informer ces populations sur leurs droits et leur donner les moyens de comprendre et d'adopter la démocratie; souligne que les priorités politiques pour les réformes à venir devront résulter de consultations participatives associant les ONG présentes dans les pays concernés et les défenseurs des droits civils; souligne la nécessité d'apporter également un soutien aux mouvements démocratiques du voisinage de l'Est; accueille favorablement la nouvelle approche de la PEV qui tend à offrir un soutien accru aux partenaires engagés dans la construction en profondeur d’une démocratie durable et un appui pour un développement économique solidaire, ainsi qu'à renforcer les deux dimensions régionales de la politique européenne de voisinage;
