Member States that currently do not provide for a legal status of the highest national significance possible that is attributable to energy infrastructure projects in the context of permit granting processes should consider introducing such a status, in particular by evaluating if this would lead to a quicker permit granting process.

In support of that commitment the Commission stated that "when selecting infrastructure projects to receive Community support, the Commission will consider the extent to which the line has been opened to competition".

The scientific evaluation of projects within the EATRIS ERIC infrastructure shall consider scientific merit, unmet medical need and translational potential based on transparency, fairness and impartiality and shall be further elaborated by the Board of Governors and laid down in Rules of Procedure.

Emphasises that cooperation between municipalities and regions on a national and European level contributes to eliminating energy islands, to the completion of the internal energy market and to the implementation of energy infrastructure projects; takes the view that the European territorial-cooperation objective of cohesion policy, as well as macro-regional strategies, can increase cooperation opportunities for cross-border projects with a view to achieving efficient and intelligent interconnections between non-conventional local and regional energy sources and large energy grids; underlines the fact that appropriate coordination of infrastructure projects can guarantee the best possible cost-benefit ratio and maximise the efficiency of the EU funds; considers, in this context, that regional cooperation should be improved, in particular with a view to ensuring a proper connection between the priorities established and the European regions;
21. attire l'attention sur le fait que la coopération entre régions et municipalités au niveau national et européen contribue à supprimer les îlots énergétiques, à achever le marché intérieur de l'énergie et à mettre en œuvre des projets d'infrastructures énergétiques; est d'avis que l'objectif «coopération territoriale européenne» de la politique de cohésion, ainsi que les stratégies macrorégionales, peuvent renforcer les possibilités de coopération pour des projets transfrontaliers, en vue de réaliser des connections efficaces et intelligentes entre les sources d'énergie non conventionnelles locales et régionales et les grands réseaux d'énergie; souligne que la coordination appropriée des projets d'infrastructure peut garantir le meilleur rapport coût/bénéfices et l'efficacité maximale des fonds européens; considère dans ce contexte qu'il est souhaitable d'améliorer la coopération régionale, en vue, notamment, d'assurer une cohérence entre les priorités fixées et les régions européennes;

28. Considers that the Ten-Year Network Development Plan (TYNDP) identifies relevant electricity and gas infrastructure projects and should contribute to setting the priorities for the selection of projects of European interest to be developed in order to achieve EU energy and climate goals, without interfering with the functioning of the internal market; takes the view, in this regard, that interconnection capacity should be considered at the same level as the 20-20-20 targets, and that, accordingly, the TYNDP should be understood as the instrument for monitoring compliance with the 10% interconnection target;
28. estime que le plan décennal de développement du réseau (TYNDP) énonce des projets importants d'infrastructures de gaz et d'électricité et devrait contribuer à fixer les priorités pour la sélection des projets d'intérêt européen à mettre en œuvre pour atteindre les objectifs de l'Union européenne dans les domaines énergétique et climatique, sans interférer avec le fonctionnement du marché intérieur; est d'avis, à cet égard, que la capacité d'interconnexion devrait être considérée au même niveau que les objectifs 20-20-20 et que, par conséquent, le TYNDP devrait être considéré comme l'instrument servant à contrôler le respect de l'objectif de 10 % de taux d'interconnexion;

10. Takes the view that all infrastructure projects, whether in the area of transport or energy, should be negotiated between all the Black Sea countries concerned, and that coordination should be ensured especially with regard to TEN-T projects and to projects relating to the development of harbours; stresses the importance of better intermodal freight operations, through the integration of short-sea shipping into transport logistics, improved port operations and more efficient hinterland connections; considers that the EU must continue cooperating with its regional partners on improving infrastructure safety, modernising existing infrastructure and creating new infrastructure; calls for effective coordination of search-and-rescue operations in the Black Sea Basin and for the establishment of a Black Sea surveillance strategy;
10. est d'avis que tous les projets d'infrastructures, que ce soit dans le domaine des transports ou celui de l'énergie, devraient être négociés entre tous les pays concernés de la région de la mer Noire, et qu'une coordination devrait être assurée, en particulier en ce qui concerne les projets RTE-T et les projets de développement portuaire; insiste sur la pertinence d'une amélioration des opérations de fret intermodal, par l'intégration du transport maritime à courte distance dans la logistique du transport, l'amélioration des opérations portuaires et des connexions plus efficaces avec l'arrière-pays; estime que l'Union européenne doit poursuivre sa collaboration avec ses partenaires régionaux pour renforcer la sécurité des infrastructures, en modernisant les infrastructures qui existent déjà et en en créant de nouvelles; demande une coordination efficace des opérations de recherche et de sauvetage dans le bassin de la mer Noire, ainsi que la mise en place d'une stratégie de surveillance pour la mer Noire;
