When providing workers and employers with basic information concerning the EURES portal and the EURES network, the EURES Members and, where relevant, the EURES Partners should put in place effective access to support services under this Regulation, not only by ensuring that such services are available on the explicit request of an individual worker or employer, but also, where appropriate, by providing, on their own initiative, information about EURES to workers and employers on the occasion of their first contact (‘mainstreaming EURES’), and by proactively offering assistance in this area throughout the recruitment process.

However, the disappointment engendered by the absence of a reference to employment in the Treaty on European Union (1992) and the initiative to combat unemployment mounted by the Essen European Council (9 and 10 December 1994) prompted the Member States to prioritise these issues at the Intergovernmental Conference on the revision of the Treaty of Maastricht, in order to respond to what is one of their citizens' main concerns.
Cependant, la déception causée par l'absence de référence à l'emploi au sein du traité sur l'Union européenne (1992) et l'initiative prise afin de lutter contre le chômage par le Conseil européen de Essen (9 et 10 décembre 1994) ont incité les Etats membres à placer ces sujets parmi les priorités de la Conférence intergouvernementale destinée à réviser le traité de Maastricht afin de répondre à une des principales préoccupations de leurs citoyens.

On 6 and 7 December the Commission organised an event which was well attended and appreciated, two workshops for the managing authorities of the CSF and all the operational programmes and the intermediate agencies, final beneficiaries and social partners, concerning implementation mechanisms for local and regional development projects (including local employment initiatives, innovation and information society in the regions, integrated actions for urban and mountain regions), and concerning information and publicity measures during the implementation of the CSF.
Les 6 et 7 décembre 2001, la Commission a organisé une manifestation qui a attiré de nombreux participants et a été fort appréciée. Among the innovative initiatives, the interregional projects, and particularly those concerned with South - North mobility, which seek to promote the employment of workers, should be noted.
Parmi les initiatives novatrices, il faut rappeler les projets interrégionaux et surtout les projets qui portent sur la mobilité Sud-Nord qui cherche à améliorer l'emploi des travailleurs.

2. The Commission shall assess the need for financial support in order to further improve administrative cooperation and increase mutual trust through projects, including promoting exchanges of relevant officials and training, as well as developing, facilitating and promoting best practice initiatives, including those of social partners at Union level, such as the development and updating of databases or joint websites containing general or sector-specific information concerning terms and conditions of employment to be respected and the collection and evaluation of comprehensive data specific to the posting process.
2. La Commission évalue la nécessité d'un soutien financier dans l'optique d'améliorer encore la coopération administrative et d'accroître la confiance mutuelle par l'intermédiaire de projets, notamment en faveur de l'échange de fonctionnaires et de la formation, ainsi que d'élaborer, de favoriser et de promouvoir des pratiques exemplaires, y compris des partenaires sociaux au niveau de l'Union, telles que le développement et l'actualisation de bases de données ou de sites internet communs contenant des informations générales ou sectorielles concernant les conditions de travail et d'emploi applicables, et la collecte et l'évaluation de données complètes portant spécifiquement sur le détachement.
