These respond to international commitments entered into by Canada in two contexts: first, as part of the Organization of American States Inter-American Convention Against the Illicit Manufacturing of and Trafficking in Firearms, Ammunition, Explosives and Other Related Materials; and second, as part of the Protocol against the Illicit Manufacturing of and Trafficking in Firearms, Their Parts and Components and Ammunition, supplementing the United Nations Convention against Transnational Organized Crime.

It would amend the Canadian Air Transport Security Authority Act. It would amend: the Canadian Environmental Protection Act; the criminal code; the Department of Health Act; the Organization of American States inter-American convention against the illicit manufacturing of and trafficking in firearms, ammunition, explosives and other related materials; the Export and Import Permits Act; the Food and Drugs Act; the Hazardous Products Act; the Marine Transportation Security Act; the National Defence Act; the National Energy Board Act; the Navigable Waters Protection Act; the Office of the Superintendent of Financial Institutions Act; the Pest Control Products Act; the Proceeds of Crime (Money Laundering) and Terrorist Financing Act; the Quarantine Act; the Radiation Emitting Devices Act; the Canada Shipping Act and the Canada Shipping Act, 2001; and it would enact the biological and toxin weapons convention implementation act.

Pending accession and in line with its cooperation requirement arising under the United Nations Convention on the Law of the Sea, it should apply the control measures adopted by the IATTC.

Member States shall take measures to ensure that: (a) above and beyond the activities referred to in Article 3(5) of the 1929 Convention, possession, for fraudulent purposes, of means specifically intended for the counterfeiting of currency is a criminal activity; (b) above and beyond the articles referred to in Article 3(5) of the 1929 Convention [34] (means specifically intended for the counterfeiting of currency), all means should be covered which are specifically adapted for the counterfeiting of currency, inter alia, computer programmes; (c) the concept of 'articles' within the meaning of Article 3(5) of the 1929 Convention also includes components of currency (such as holograms) which serve to protect against counterfeiting (Article 3 (1) (d)).
2. With reference to the Organization of American States, I would like to point out that the particular committee established to deal with terrorism prepared the Inter-American Convention Against Terrorism, and Canada was the first country to ratify that particular convention.
