For the purposes of the framework in question, a distinction can be made between the decision-making agencies, i.e. those empowered, inter alia, to enact legal instruments binding on third parties, and executive agencies, i.e. those which have no independent power of decision vis-à-vis third parties but perform all other regulatory tasks, including the organisation and coordination of activities which, in part, fall within the remit of national authorities in order to enable the Commission to discharge its duties.
