By unanimous consent, it was agreed, That the Clerk of the Sub-Committee on Human Rights and International Development be instructed to phone the office of all sub-committee members to determine the most feasible week to undertake the trip to Colombia, and following that to prepare a budget for presentation to the Standing Committee on Foreign Affairs and International Trade for the trip.

The Subcommittee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade understood the need for Canada to play a stronger role in promoting human rights when it passed a motion last December to instruct the international policy review to examine ways in which the government could make the protection and promotion of the right to freedom and religion and belief a central element of its efforts to defend human rights internationally.
Le Sous-comité des droits de la personne et du développement international du Comité permanent des affaires étrangères et du commerce international a compris la nécessité pour le Canada de jouer un rôle actif dans la promotion des droits de la personne, comme l'illustre la motion qu'il a adoptée en décembre dernier demandant aux responsables de l'examen de la politique internationale de se pencher sur les façons dont le gouvernement pourrait faire en sorte que la protection et la promotion du droit à la liberté de religion et de croyance devienne un élément central de ses activités internationales de défense des droits de la personne.

39. Notes with great concern that the Director of OLAF is clearly being put under pressure to abandon his former practice and, in future, no longer to submit to Parliament a list of current internal investigations; recalls that, as things stand, internal OLAF investigations are not subject to scrutiny by judges or public prosecutors and that, for that very reason, effective parliamentary scrutiny is of particular significance; recalls, further, that such scrutiny is carried out in strict compliance with Annex VII to its Rules of Procedure (Procedure for the consideration of confidential documents communicated to the European Parliament); instructs its President, on the basis of Parliament's right to information laid down in Article 276 of the EC Treaty, to initiate the appropriate legal procedure, should the appropriate committee of the European Parliament not have received a complete list of current internal investigations by 1 January 2002;

Based on the above submission, the Citizen's Council on Corporate Issues requests that the standing committee instruct the ministers of foreign affairs and international trade to implement the following recommendations prior to any future consultations respecting international trade: One, adopt and advocate a more comprehensive and sophisticated definition of trade; two, expand existing business advisory groups on the various aspects of international trade agreements to include representatives of citizens' groups and non-governmental organizations, rather than creating parallel civil society advisory groups; three, insist that citizens be given equal or greater access than corporations to government in the drafting of international trade agreements; and, four, insist that the WTO similarly provide equal or greater status under international trade agreements and dispute resolution mechanisms to citizens and non-governmental organizations than is currently provided to corporations.
Compte tenu des commentaires qui précèdent, le Citizen's Council on Corporate Issues demande au comité permanent d'enjoindre aux ministres des Affaires étrangères et du commerce international d'appliquer les recommandations suivantes avant de procéder à toute autre consultation au sujet du commerce international: premièrement, adopter et appliquer une définition plus exhaustive et plus détaillée du commerce; deuxièmement, étendre les groupes consultatifs chargés d'examiner les divers aspects des accords de commerce international de façon à inclure les représentants des groupes de citoyens et des organismes non gouvernementaux, plutôt que de créer en parallèle des groupes consultatifs formés de citoyens; troisièmement, insister pour que les citoyens aient un accès au gouvernement qui soit égal ou supérieur à celui des entreprises au moment de la rédaction d'accords de commerce international; et, quatrièmement, insister pour que l'OMC accorde aux citoyens et aux organismes non gouvernementaux un statut égal ou supérieur à celui qu'ont actuellement les entreprises pour ce qui touche les accords de commerce international et les mécanismes de résolution des différends.
