Recalls the position taken in the EU Guidelines that consideration will be given, where appropriate, to drawing on the services of the International Humanitarian Fact-Finding Commission (IHFFC), established under Additional Protocol I to the Geneva Conventions of 1949, which can assist in promoting respect for IHL through its fact-finding capacity and its good offices function; regrets that the services of the IHFFC have not been used, and calls on the involved parties to consider its activation; calls on all the Member States to recognise the competence of the IHFFC.

Stresses that the right to health is a human right, and calls for the parties involved in an armed conflict to guarantee the availability, accessibility, acceptability and quality of medical services during armed conflicts; calls for a global commitment to ensuring that women and girls are safe from the start of every emergency or crisis by addressing the risk of sexual and gender-based violence, by raising awareness, by taking steps to prosecute the perpetrators of such violence, and by ensuring that women and girls have access to the full range of sexual and reproductive health services, including safe abortions, in humanitarian crises, rather than perpetuating what amounts to inhumane treatment, as required by international humanitarian law and as foreseen in the Geneva Conventions and their Additional Protocols.

Takes the view that more importance should be given to the significance of energy saving measures in the context of international climate talks; believes that ambitious energy efficiency policies can be better enforced and have less impact on competitiveness if they are harmonised internationally; calls, therefore, on the Commission and the Member States to convince the EU's international partners at the forthcoming talks in Cancun of the need for coordinated energy efficiency measures;

Calls on the Belarusian authorities to review the sentences involving restrictions on their freedom imposed on the participants in a peaceful demonstration held in January 2008, the imprisonment of Artsyom Dubski and the cases of all those who are prisoners of conscience according to Amnesty International; calls for the immediate release of the entrepreneurs Mikalai Awtukhovich and Uladzimir Asipenka, who have been held in pre-trial detention for eight months;

Deplores the fact that no international calls have succeed in stopping the Chinese authorities from pursuing their follow-up to the riots of 14 March 2008 in Tibet, with participants in the protest in Lhasa still being traced, detained and arbitrarily arrested, and their families being given no information as to their whereabouts, although this is required by Chinese law; calls on the Chinese authorities to halt its "patriotic re-education" campaign, which has been intensified since the beginning of April, during the Olympic Games in the name of the long-established "Olympic Truce";
