6. When assessing the technical and financial capabilities of an applicant for a licence, special attention shall be paid to any environmentally sensitive marine and coastal environments, in particular ecosystems which play an important role in mitigation and adaptation to climate change, such as salt marshes and sea grass beds, and marine protected areas, such as special areas of conservation pursuant to the Council Directive 92/43/EEC of 21 May 1992 on the conservation of natural habitats and of wild fauna and flora , special protection areas pursuant to the Directive 2009/147/EC of the European Parliament and of the Council of 30 November 2009 on the conservation of wild birds , and marine protected areas as agreed by the Union or Member States concerned within the framework of any international or regional agreements to which they are a party.

The establishment of marine protected areas, including areas already designated or to be designated under Council Directive 92/43/EEC of 21 May 1992 on the conservation of natural habitats and of wild fauna and flora (hereinafter referred to as the ‘Habitats Directive’), Council Directive 79/409/EEC of 2 April 1979 on the conservation of wild birds (hereinafter referred to as the ‘Birds Directive’), and under international or regional agreements to which the European Community or Member States concerned are Parties, is an important contribution to the achievement of good environmental status under this Directive.

We therefore support the Dolphin-Safe labelling of the AIDCP, the intergovernmental body which includes the European Union amongst its members; we call for transparency and clarity for consumers; we condemn illegal fishing – IUU – the flags of convenience which shelter it and we support the regional fisheries organisations and the Commission's role in them, we propose the creation of other new ones and we also request the maintenance and extension of the network of international tuna fishing agreements, given the highly migratory nature of these species and the guarantee that these international fisheries agreements represent for responsible fishing in the face of private agreements.
Nous soutenons donc l’étiquette "sans danger pour les dauphins" de l’APICD, organe intergouvernemental dont est membre l’Union européenne. Nous réclamons la transparence et la clarté pour les consommateurs. Nous condamnons la pêche illégale, non déclarée et non réglementée (IUU) et les pavillons de complaisance qui la protègent. Establish general conditions aimed at ensuring coherence and further developing an international approach: the agreements that the EU has signed with third countries on PNR are similar as to the purpose but their contents vary as regards the modalities of the transmissions and the nature of the commitments of the third country.

Whenever the multi-annual financial framework of cooperation under this Agreement finances an operation implemented through an international organisation, participation in procedures for the awarding of procurement contracts or grants shall be open to all natural and legal persons who are eligible under paragraphs 1 or 1a, and to all natural and legal persons who are eligible according to the rules of the organisation, care being taken to ensure equal treatment of all donors.
