15. Notes with concern the use of the internet and social media for the dissemination of propaganda material and recruitment by terrorist organisations; encourages active cooperation between the Member States, the EU and all the relevant stakeholders to combat the dissemination of radicalising material and propaganda on the internet; calls for the implementation of youth awareness programmes on online hate speech and the risks that it represents and of programmes promoting media and internet education; underlines therefore the need both to develop innovative online counter-communication with Member States that is also able to stimulate critical digital judgement skills among all vulnerable internet users and to develop technologies which could pre-emptively curb and combat this phenomenon; emphasises the crucial role of all the relevant stakeholders in developing and disseminating effective counter-messages; stresses the role of education in helping young people to understand and accept differences of opinion, of conviction, of belief and of lifestyle, while respecting diversity and the rule of law, in promoting critical thinking and good judgement so that, particularly in the context of the internet and social media, they are able to grasp reality, to distinguish fact from opinion, to recognise propaganda, and to resist all forms of indoctrination, hate speech and online extremism; encourages the Member States and stakeholders to agree upon common standards of journalism ethics in order to fight hate speech in media materials and in online commentaries of the general public;
15. note avec inquiétude l'utilisation de l'internet et des médias sociaux à des fins de diffusion de matériel de propagande et de recrutement par des organisations terroristes; encourage la coopération active entre les États membres, l'Union et l'ensemble des parties intéressées pour lutter contre la diffusion des discours de radicalisation et de propagande sur l'internet; appelle à la mise en place de programmes de sensibilisation des jeunes aux discours de haine en ligne et aux risques qu'ils représentent, ainsi que de promotion de l'éducation aux médias et à l'internet; souligne, dès lors, la nécessité de développer avec les États membres un système innovant de contre-communication en ligne apte à aider les utilisateurs de l'internet les plus vulnérables à développer leur sens critique, ainsi que des technologies permettant de maîtriser et de combattre en amont ce phénomène; insiste sur le rôle crucial de toutes les parties intéressées dans l'élaboration et la diffusion de messages de contre-communication efficaces; souligne le rôle joué par l'éducation pour aider les jeunes à comprendre et à accepter les différences d'opinions, de convictions, de croyances et de styles de vie tout en respectant la diversité et l'état de droit, en favorisant l'esprit critique et le bon sens afin de permettre à ces jeunes, en particulier dans le contexte de l'internet et des médias sociaux, de saisir la réalité, de faire la distinction entre les faits et les opinions, de déceler la propagande et de résister à toutes les formes d'endoctrinement, de discours haineux et d'extrémisme en ligne; encourage les États membres et les parties intéressées à s'entendre sur des normes communes d'éthique journalistique afin de lutter contre les discours haineux dans les médias et dans les commentaires publiés en ligne par le grand public;

In accordance with this decision, the Commission is required to draw up annual work programmes as part of the ‘Safer Internet’ programme, which is designed to promote safer use of the Internet and new communications technologies.
Sur la base de cette décision, il appartient à la Commission d'élaborer un programme de travail annuel dans le cadre du programme "pour un internet plus sûr". L'objectif de ce programme est de promouvoir une utilisation sans risque d'internet et des nouvelles technologies de communication.

(6) Decision No 276/1999/EC of the European Parliament and of the Council of 25 January 1999 adopting a Multiannual Community Action Plan on promoting safer use of the Internet and new online technologies by combating illegal and harmful content primarily in the area of the protection of children and minors33 (the Safer Internet Action Plan 1998-2004)34 and Decision No 854/2005/EC of the European Parliament and of the Council of 11 May 2005 establishing a multiannual Community Programme on promoting safer use of the Internet and new online technologies35 (the Safer Internet plus programme 2005 to 2008) have provided Community financing which has successfully encouraged a variety of initiatives and has given European added value, as demonstrated by the programme evaluations submitted to the European Parliament, the Council and the Committee of the Regions.

This programme ‘establishing a multi-annual Community programme on protecting children using the Internet’ is the fourth version of a multi-annual programme designed to promote safer use of the Internet and it follows on from its 1991, 2003 and 2005 predecessors.

The programme shall be known as the ‘Safer Internet plus’ programme (hereinafter the programme).

1. This Decision establishes a Community programme for the period 2005 to 2008 to promote safer use of the Internet and new online technologies, particularly for children, and to fight against illegal content and content unwanted by the end-user.

Although the Plan does not mention eInclusion as a major challenge, it does list a series of initiatives on the use of information and communication technologies (ICT) in education (all schools will be connected to the Internet by the end of the 2001-2002 academic year, Internet and computer user's certificate) and training (Internet initiation module and "Internet navigation certificate" offered to jobseekers undergoing training and young people attending local centres). Public Internet access points will be established (more than 7000 will be open by 2003, 2500 of which will have signed a "public cyberspace charter" with a view to offering general training for anyone in the form of an "Internet and multimedia passport"). Finally, the "Points Cyb" programme will be stepped up.

The Safer Internet Plus programme (2005-08) builds on the aim of its predecessor, the Safer Internet Action Plan (1999-2004), which was to foster the Internet-related industry while supporting safer use of the Internet and combating illegal and harmful content.
