Recalls the Commission’s commitment to use all available tools, including the EU budget, to drive jobs and growth through smart investment in closer partnership with the Member States, national parliaments, regions and cities in order to bring about better implementation of existing policies and improve the effectiveness of action on the ground, specifically in the use of the European Structural and Investment Funds; stresses that the cohesion policy, in accordance with the economic governance process, remains the main source of such public investment, and therefore takes the view that synergies between the EFSI and other funds, especially the European Structural and Investment Funds (ESIF), should be used; calls for synergies to be explored between ESIF and Horizon 2020; urges the crucial involvement of private partners and private investors in order to make the EFSI a success and highlights its job creation potential; calls, at the same time, for EU-level democratic control of the EFSI; takes the view that any funding diverted from Horizon 2020 and the Connecting Europe Facility should result in an equal or greater amount of investment in research and innovation, digital infrastructure, transport and energy, respectively, and invites the Commission to seize the opportunity afforded by the mandatory 2016 review exercise to prepare compensation for these two programmes;

In order to promote the harmonious, balanced and sustainable development of the Union and to maximise the contribution of the European Structural and Investment Funds to smart, sustainable and inclusive growth as well as the Fund-specific missions of the European Structural Investment Funds, including economic, social and territorial cohesion, it is necessary to ensure that policy commitments made in the context of the Europe 2020 strategy are underpinned by investment through the European Structural and Investment Funds and other Union instruments.

The funding: Member states are asked to approve a more efficient and effective use of the EU TEN budget line, which is providing €600 million per year to fund TEN project costs. The contribution of the TEN budget to priority projects has to be raised from 10% to 30% as proposed by the Commission (IP/03/1322) if it is to act as a leverage for the acceleration of projects. The EU 6th Framework Programme resources will also support key projects in the framework of the European Initiative for Growth, such as the launch of the European technology platforms. At the same time, the European Investment Bank (EIB) Group should adjust current instruments to the needs of sectors within the Initiative for Growth and become more involved in risk sharing for priority investment projects. According to its latest proposal, the EIB is committed to provide: (i) a further €50 billion to TENs up to the end of the decade under a new Transport Infrastructure Facility; (ii) up to €40bn billion additional funding under the Innovation 2010 Initiative for investments in research, development and innovation; (iii) reinforce its Structures Finance Facility through a transfer of a higher share of its annual surpluses; (iv) support innovation through risk capital by allocating an additional €500 million to the ETF Start-up Facility of the European Investment Fund.

Question No. 127— Ms. Judy Wasylycia-Leis: With regard to the first ministers’ meeting in September 2000 and the federal government’s funding commitments to the provincial and territorial governments: (a) can the government provide a full accounting of the spending to date in each of the following areas, namely (i) transfers to the provinces and territories for new medical equipment, (ii) the acquisition of necessary diagnostic and treatment equipment, (iii) the renewed Health Transition Fund to support innovation and reform in primary care, (iv) the investment in an independent corporation mandated to accelerate the development and adoption of modern systems of information technology; and (b) can the government indicate, for items (i) and (ii), what is the final disposition of funds by the recipient government to the full extent to which the federal government is aware?

Since 1993, more than five billion ecus have been spend on the TransEuropean transport network from the Community budget, including cohesion and structural funds, of which 182 million ecus for the 14 priority projects is to be committed in 1995, 6.4 billion ecus have been lent by the European Investment Bank and 160 million ecus guaranteed by the European Investment Fund.
